Renovation of a multi-residential development in Baltimore, Maryland. Completed plans call for the renovation of a four-unit multi-residential development.
The Contractor shall supply all labor, material, supervision, equipment, insurance, and apply for all permits including U&O permit (Use of Occupancy Permit). The use and occupancy permit must be applied for within the first 30 days of receiving possession of property. All necessary permits must be applied for, obtained, and completed as requested, in accordance with all applicable federal, state, and local regulations. The contractor must comply with all EPA and MDE lead abatement regulations as required by law. Questions Due Date: Mar 4th 2026, 2:00 PM EST 901 Rosedale Ave AMP:203 432 Whitridge Ave AMP:201 1520 N. Stricker St AMP:202 5214 Craig St AMP:201 901 Rosedale Ave (2 Bedroom Unit) AMP 203 General: Upon Completion of unit all inspections should be completed and satisfied as required by local and state jurisdiction, the use and occupancy permit is to be handed over with the keys. General repairs/Carpentry 1. Remove and properly dispose of all Trash, Furniture and Miscellaneous Items in /on / near the Unit & Yard. (Satellite Dish, Cable wire...) 2. Remove all existing carpet and padding E.T.C 3. Remove all vegetation growing in and or around exterior of property. 4. All interior handrails must have returns on both ends of handrail. 5. Remove existing clotheslines in backyard and fill and repair any holes as needed. 6. Repair brick wall located in backyard of property as needed. 7. Cut and trim grass and bushes in rear of unit. 8. Supply and install (two) 2 new handrails and paint (color: Black (brand: Rustoleum) on front right side of steps. (Front steps should have two handrails) 9. Supply and install new window blinds for all interior windows. 10. Supply and install new metal bilco door and paint as needed. 11. Supply parts, repair and paint chain-link fence and gate in rear of property as needed. 12. Point up exterior steps and sidewalk cracks. 13. Supply and install A/C cage for condenser unit. 14. Install new exterior mailbox. (no keyed entry) 15. Caulk and/or repair any exterior / interior openings to prevent rodents from entering. 16. Supply and install new gutters and downspouts. (Extend backyard downspout 3ft-6ft from property) 17. Supply and install new Step treads and risers, (Remove carpet as needed). 18. Supply and install new wooden handrails (Stain & poly) (DO NOT PAINT INTERIOR HANDRAILS) 19. Supply and install new Black range hood and Filter. 20. Supply and install new Black heat shield backsplash. 21. Supply and install all NEW kitchen cabinets and countertops, including new kitchen sink and faucet, supply lines and shut off valves and escutcheon covers. Cabinets and countertops supplied by HABC. 22. Final Cleaning of Entire Unit and Exterior to Make Ready for Occupancy, before final inspection. Bathrooms: 1. Supply and install one (1) Fiberglass Vanity Bowl & Cabinet. 2. Supply and install one (1) new 16-inch elongated toilets and seats including new supply line, shut off valve and escutcheon cover. 3. Supply and install ceramic tiles and thresholds on the bathroom, kitchen floor, and shower wall with cement backer board and/or Durock underlayment. Shower wall must be tiled all the way to the ceiling. Tiles must be 12x12 or bigger & wall tiles must be different from floor tiles. Superintendents must approve all tiles and 5% must be left over for future repairs. 4. Seal all grout and tile work as needed 5. Supply and install (1) Medicine Cabinet. 6. Supply and install all Bath accessories, non-UFAS. (Towel holder/s, Toilet Paper holder, Soap & Toothbrush...) 7. Supply and install one (1) Each Bathroom Vanity Faucet including shut off valves, supply lines and escutcheon covers. Mechanical / Plumbing: 1. Supply and install Drain, Waste & Vents (All Bathrooms). 2. Check water heater for drainage pan if nonexistent then install new as needed. 3. Check and Inspect Gas Distribution (Stove, Water Heater, Furnace) and service and repair any leaks. 4. Inspect Water Distribution (Bathroom, Water Heater, Kitchen) for leaks, repair leaks throughout entire property ensure water pressure and flow is adequately restored and inspected. 5. Existing Water Heater to be SERVICED by certified technician as needed and any repairs are to be made as needed by certified technician. (Do not remove tankless hot water heater) 6. Supply and install kitchen faucet as needed. 7. Supply and install new stainless steel kitchen sink. 8. Remove Hose Bibs, supply materials and make repairs from removal. 9. Inspect Entire property and Repair (if necessary) all Drains, Water Distribution & Vent which includes / but not limited to Bathroom, Kitchen, Laundry, Sump & Condensation Pumps. All drains vents and waste ways must be free flowing and clear of debris; this is to include the mainline & any other drains present on property All drains MUST BE snaked or wet jetted to clear or remove any debris if necessary. 10. Service existing HVAC System as needed (Service date and receipt to be provided to superintendent) and duct work replace all filters as needed. 11. Supply and install all new vents/registers. Electrical: 1. Electrical work is to follow NEC 2023 code as required by state law and local jurisdiction regulations. 2. Replace all light fixtures with new LED light fixtures as needed. 3. Supply and install new (Tamper resistant) 50 Switches / Receptacles. 4. Replace and install new weather resistant exterior GFCI & box(es). 5. Supply and install (6) Combo CO/Smoke Detectors 6. All GFCI's are to be installed near all water sources in bathroom, kitchen, sump pump, water heater, laundry room (washing machine) & exterior outlet boxes. 7. Install new Hardwired doorbell & install new Gong. 8. All Carbon monoxide/Smoke Detectors must be hardwired on a dedicated circuit, installed in the basement, bedrooms, and hallway outside bedroom. 9. Check Electrical Service Panel for Gaps, Missing/Bad Breakers, Blanks & Doors. (Electrical panel is to be REPLACED if panel box is rusted and or water damaged. (Panel cover must be clean and properly labeled and paint (If necessary) color: Grey Brand: Rustoleum) Doors & Windows: 1. Repair vinyl windows as needed throughout entire unit 2. Supply and install new metal exterior doors, Front door:(NO Mailslot) with peep hole installed (Glass window) Back door: (no window) Rear exterior door with peep hole installed. 3. Repair, caulk & paint damaged interior / exterior door frames & trim. 4. Repair aluminum trim around all exterior windows as needed. 5. All Exterior Doors must be weatherproof with no penetration of daylight around doors; doors must include peep holes. (Deadbolts) supplied by HABC. 6. Repair all windows and screens to be operable, including glass, locks, balances & accessories. 7. All doors are to be painted, latch properly, receive new knobs & hardware. 8. Supply and install new window blinds at each window, shades at basement & sidelight windows. 9. Clean Windows, Channels & Sills, Line with paper towels before final inspection. Painting/Drywall Repair: 1. Supply all materials to paint the entire units to Include: o Paint front porch handrails as needed. (Color: Black Rustoleum o Repair all holes in kitchen and line rear of kitchen cabinets with metal flashing (12" inch o Walls and ceilings shall be painted with two (2) finish coats eggshell latex. o Kitchen and bathroom walls & ceilings shall receive a semi-gloss final finish coat. o All doors, wood windows, wood trim, baseboard & round molding shall receive a White semigloss final finish coat. o Paint all interior doors as needed. (Semi-gloss white) o Caulk & paint exterior door frames, archway, trellis, columns & porch(es). o The Contractor shall be responsible for all drywall repairs, point-up and resulting painting required, ensuring a high-quality finish that is acceptable to HABC Housing Management. o Paint shall be Sherwin Williams "Pro-Mar 200" in HABC Antique White color (or brand of equal color, finish, durability, etc.). o The Contractor shall follow United States Environmental Protection Agency (EPA) Lead-Based Paint Renovation, Repair and Painting (RRP) Program Rules. Flooring: 1. Repair and level and secure all interior floor joist and exterior joist. (If exterior deck is present) 2. Clean all laminate floors as needed with proper cleaning solution. 3. Install new laminate flooring as needed contractor will supply and install "LIFE PROOF Rigid Core Luxury Vinyl Flooring" throughout the unit, except the kitchen, laundry and bathroom. (Color: Pelican Grey). 4. All floors must be sound & level before applying flooring. 5. Inspect and repair ALL interior SUB-FLOORS and make ALL repairs as needed to sub floor 6. Supply and install 5-inch wood baseboard and 3/4 round shoe molding throughout unit. 7. Supply and install ceramic tiles and marble thresholds in Kitchen floor, laundry room, Bathroom floor, and shower wall with backer board and/or Durock underlayment. Tiles must be 12"x12" or Larger with the wall tiles different from the floor. 8. Superintendents must approve all tiles and 5% must be left over for future repairs. 9. Supply and install new vinyl step treads and risers as well in the basement. 10. Repair and install new subfloor throughout interior of unit as needed. 11. Clean & apply an even coat of floor wax/sealer to floors before final inspection.
