Sealed proposals are invited for all plant, labor, services, materials, supplies, equipment, tools, transportation, and other facilities and things necessary or proper to meet the requirements of the specifications for Maintenance of Parkways, Medians, Circles and Triangles within the City of Buffalo. Proposals will be received by the Commissioner of Parks at City Hall, Room 502, 65 Niagara Square, Buffalo, New York 14202 until the time and date stated in the request for proposals. The envelope containing the proposal must be sealed, addressed to the Commissioner of Parks, and show the name of the bidder and the project title "Management of Outer Harbor Parkway Within the City of Buffalo." The City reserves the right to consider informal any proposal not prepared and submitted in accordance with the provisions stated, and may waive any informalities or reject any or all proposals. Proposals received after the specified time and date will not be considered. Proposals may be withdrawn in writing prior to the scheduled opening, but may not be withdrawn after opening. Proposals must be submitted on the provided form, with all blank spaces filled in, amounts stated in both words and numerals, a longhand signature, and without erasure, interlineations, alterations, or any conditions or limitations inserted. The proposal must state whether the bidder is a corporation or co-partnership, and if a corporation, under the laws of which state with the corporate seal affixed. If a co-partnership, the full names of all owners and interested parties must be provided. If another entity status exists, it must be described in full with owners' names.
