The Commissioner of State Lands will receive sealed bids for a permit to remove sand and gravel from submerged land in the Mississippi River in Mississippi County, Arkansas, on the right descending bank between river miles 767.5 and 772.5, totaling 5.0 river miles. Gravel removal is to be avoided; the permit applies to sand dredging only. Permit requirements include compliance with the Hatchaloosahatchie Conservation Plan and U.S. Fish and Wildlife Service conditions for the conservation of the Pallid Sturgeon and Interior Least Tern. Special conditions apply to protect endangered species and their habitats, restricting dredging and related activity near nesting sites during specified times. The permit is subject to acceptance and issuance by the U.S. Army Corps of Engineers and Arkansas Department of Environmental Quality. The maximum permit term is five years or six months after cessation of commercial production. The minimum acceptable bid is a royalty of $0.25 per cubic yard for sand and $0.45 per cubic yard for gravel. A $500 bid fee must accompany all bids. Bidders must request Bid Package #24-03-07.
