The purpose is to solicit statements of qualifications from professional architectural firms with demonstrated experience in designing municipal facilities, including standalone single use law enforcement buildings through a Construction Manager at Risk (CMAR) project delivery method. The selected firm will provide architectural design services for a Police Department Building project and will work collaboratively with Town staff, the Owner's Representative, and other consultants. The architectural services procured are intended to support a phased project delivery approach and may be utilized in connection with a CMAR project delivery method, as authorized under Texas Local Government Code Chapter 2269. This solicitation is conducted in accordance with Texas Government Code, Chapter 2254 - Professional Services Procurement Act, which requires selection based on demonstrated competence and qualifications rather than competitive bidding. Compensation will be negotiated with the most qualified firm as determined by the evaluation committee and approved by the Town Council. To be considered, all statements of qualifications must be received by the stated deadline. Proposals received after the deadline will not be considered for the award and will be considered void and unacceptable. Proposals will be accepted in digital format only. Submissions will be date and time-stamped upon submission. At the public virtual opening, only the names of the responding firms will be read aloud. No evaluation or discussion of the contents will occur at the public opening. All statements of qualifications will be reviewed and evaluated in accordance with the selection criteria outlined. Submittals will be opened immediately after the RFQ deadline. As this is a Request for Qualifications (RFQ) and not a competitive bid, only the names of the responding firms will be read aloud.
