Expression of Interest ("EOI") is issued by the City of Regina (the "City") for the purposes of gathering information from existing experienced non-profit or government entity housing providers, to assist in the determination of an operating model for 30 residential units within a mixed-use building owned by the City. The 30 residential units must remain affordable for a minimum of 20 years pursuant to specific terms of an agreement with Canada Housing and Mortgage Corporation (CMHC). The City will undertake the process to find a housing operator in two phases: Phase I - Request for Expression of Interest; Phase II - Negotiated Request For Proposals (NRFP) to select an operator from respondents to the Expression of Interest. Only Eligible Respondents who participate in Phase I will be invited to participate in Phase II, unless otherwise determined by the City.
