Elevator third-party inspection and testing services for the Brooklyn VA Medical Center and St. Albans VA Medical Center, including furnishing all labor, tools, materials, and certifications necessary to perform required safety inspections. Services include Five-Year Safety Tests (Category 5) and annual and semiannual Safety Tests (Category 1) for elevators and dumbwaiters over a 12-month base period with four option years. The contractor is responsible for conducting inspections in accordance with ASME A17 series standards, OSHA requirements, and all applicable federal, state, and VA safety codes, ensuring compliance with certification requirements such as ASME QEI-1. Work includes performing full-load testing, operational checks, and detailed evaluations of elevator components such as governors, buffers, door systems, and safety mechanisms, as well as documenting performance metrics including speed, leveling, and trip thresholds. The contractor must provide inspection reports within specified timelines, identify code violations, and deliver in-person briefings. Additional responsibilities include coordinating inspection schedules with facility operations, minimizing service disruptions, managing elevator outages safely, and maintaining strict adherence to safety, security, and quality control procedures. The contractor must also provide qualified personnel with relevant certifications and experience, ensure compliance with background check and identification requirements, and maintain communication with the Contracting Officer's Representative throughout performance.
