Site work for a mixed-use development in Sacramento, California. Working plans call for site work for a bridge / tunnel.

"As of April 20,2026,The owner has selected a Construction Manager." The project is focused on restoring a 1-mile section of the Carmel River to reconnect the river with historic floodplain habitat and create a self-sustaining mosaic of riparian habitat types and instream complexity for the benefit of juvenile and adult steelhead and other aquatic riparian species. The area serves as a public park and maintaining certain amenities and infrastructure is critical for its continued function as such. Project work will remove riprap where it is not protecting key infrastructure, recreate historical channel and floodplain features, widen the channel to increase habitat, and add alcoves for backwater habitats. About 40 acres of connected floodplains will be created, revegetated with native plants, and will require an irrigation system to be constructed, maintained, and disposed of at the end of the planting establishment period. The irrigation system includes replacing the driving range well pump. Large mature trees will be left in place where possible, and removed vegetation will be reused as large wood habitat features. Three existing bridges crossing the Carmel River will be removed, with one new replacement bridge added at a location to minimize its constraint on the river. The Construction Manager will act as the owner's designated representative, serving as the main point of contact between the construction contractor, the owner, the design engineer, biological monitors, and other consultants. The manager will assist with financial and grant management, invoicing, progress reports, grant reporting, construction management, coordination among parties, and conduct structural tests and inspections for the new pedestrian bridge. The Construction Management Consultant team must include an on-site owner's representative, a resident engineer (licensed professional civil engineer in California), and a structure representative (experienced with bridge removal and construction). The on-site owner's representative must have at least five years of experience managing restoration projects, including in-channel and floodplain restoration. The Construction Manager must submit resumes for the on-site owner's representative, resident engineer, and structure representative, demonstrating this experience and providing reference restoration projects with contact information. The resident engineer may also serve as the structure representative, the on-site owner's representative, or these roles can be filled collaboratively by a team under the on-site owner's representative. Bidders must exercise judgment and caution throughout the project to follow permit requirements, emphasize public safety, provide dust control, minimize noise, and protect wildlife and plants.
