Work to begin within 7 calendar days of the Notice to Proceed (NTP). Project expected to be completed within 14 calendar days of issuance of the NTP. Adverse weather days may allow for an extension but must be requested in writing and approved by the Marine Resource Division. Contractor will photo-document removal process and submit photographs to MRD at completion of removal. Photos should sufficiently capture all phases of the removal, including evidence of vessel destruction. Contractor will also deliver batteries/flairs/propane tanks found on board the vessel to Hazardous Household Waste at the landfill. The following best management practices (BMP's) will be employed by the marine contractor during the removal of derelict vessels. The marine contractor selected for the project will be required to show proof of their ability to meet the BMP requirements with their contingency of equipment, staff and expertise in the removal of derelict vessels. Escambia County Marine Resources Division (MRD) is submitting an application to the Florida Fish and Wildlife Conservation Commission's (FWC) Derelict Vessel Removal Grant Opportunity Announcement. As required in the application, Escambia County must provide individual price quotes for each proposed Derelict Vessel. This Price Quote seeks the total price for floating, removal, transport and tipping fees associated with the vessel's disposal at the Perdido Landfill of the following vessel Vessel Name: Mojoe Length: 35' *Prospective bidders should verify* : Color: White Make: 1988 Hunter Sailboat Registration: DO948649/ HIN: HUN35306J788 Location: Bayou Chico (30 23.9292N, 87 14.5524W) FWC Case Number: FWC25ON0105310 Question Deadline 03/05/2026 at 4:00 PM CT Quote Submission Deadline:March 6, 2026, 4:00pm License and Certifications: Before submitting an offer, the offeror shall have met the applicable licensing, certification, and any other requirements of the state, county, city and/or other agency of authority with jurisdiction in such matters and must provide copies of documentation which evidence such qualifications with the response to this solicitation, and the offeror shall maintain such credentials throughout the term of the contract. Offeror will provide a copy of a current certificate of authority from the Secretary of State authorizing the company to do business in the State of Florida or other evidence of legal authority to do business in the state, county, city and/or any other agency of authority with the response to this solicitation. The County may allow this responsiveness issue to be cured after submission of the offer within a reasonable period of time and prior to any recommendation for award. Offeror will also provide a copy of the current business tax receipt in accordance with the requirements of Chapter 205, Florida Statutes, and Chapter 90, Article III, Sec. 90-91 through 90-95 relating to Local Business Taxes. Failure to provide such evidence may render the offer non-responsive. Prior to transport to the landfill, fuel tanks must be pumped out by a licensed operator and the contents handled as contaminated. Fuel tanks less than 20 gallons may stay in the vessel. Fuel tank(s) larger than 20 gallons must be removed from the vessel. If the tanks are larger than 20 gallons, the tanks must be perforated, then flattened, and then the tanks can be placed with the vessel or vessel debris for removal to the landfill. Holding tanks for sewage or grey water must be pumped out by a licensed operator. Sealed Solicitations: All solicitation forms shall be executed and submitted in the e-procurement portal of the County's vendor management software. The file name shall contain the solicitation number and title and the contractor/vendor's name. All solicitations are subject to the terms and conditions specified herein. Solicitation offers which do not comply with these terms and conditions are subject to rejection.
