Renovation of a multi-residential development in Creston, Iowa. Completed plans call for the renovation of a multi-residential development.

Three housing rehabilitation projects will be performed at the following locations: 306 ½ N Elm St., 302 ½ N Walnut St., and 304 N Walnut St., in Creston, IA. The scope of work includes windows/doors, siding, gutters, roofing, paint, concrete, decking, radon mitigation, foundation, and ramp construction. Bids for these projects must be sealed and submitted to the Southwest Iowa Planning Council. A certificate of insurance listing the City of Creston and SWIPCO as additional insureds is required within seven days after the award of the project. Section 3 of the Housing and Urban Development Act of 1968 applies, requiring that employment and other economic opportunities generated by HUD assistance be directed to low- and very low-income persons to the greatest extent feasible. Contractors must comply with HUD's regulations in 24 CFR part 135, include the Section 3 clause in subcontracts, notify labor organizations of Section 3 requirements, and may face sanctions for noncompliance. Preference and opportunities for training and employment shall also be given to Indians, and preference in awarding contracts and subcontracts shall be given to Indian organizations and Indian-owned Economic Enterprises where applicable.
