The Miami County Economic Development Authority (MCEDA), Miami County Indiana invites consultants to provide conceptual Transportation Planning and Design Services for potential highway improvements along a four-mile section of US 31 between State Road 218 W south to State Road 18 within Miami County Indiana. The work involves developing a conceptual plan that identifies and recommends specific road improvements along the US 31 Corridor to address traffic safety, efficient ingress and egress, and probable cost estimates. Scope of services includes: working with a Steering Committee; developing conceptual drawings for recommended improvements at each intersection, median crossing, driveway, etc.; recommending improvements such as interchanges, frontage roads, elimination of median crossings, closing certain access points, and other actions identified in the PEL Study; developing probable cost estimates for each improvement; working with the Steering Committee to identify local funding sources or in-kind actions; coordinating proposed improvements with INDOT officials; and providing an overall Conceptual Development Plan with justifications. Proposal requirements are: a Statement of Qualifications specific to the project objectives; a proposed plan of work for the requested services; a proposed work schedule; and a description of the consultant’s organization and key staff resumes. Evaluation criteria include: specialized experience or technical expertise (25 pts); past performance on contracts (25 pts); capacity to perform the work within time limitations (25 pts); and familiarity with this type of project (25 pts). The Miami County Economic Development Authority reserves the right to reject any and all proposals.
