Volusia County (County) intends to develop a new Class I landfill area within the existing Tomoka Farms Road Landfill property, referred to as the Southeast Expansion Area (SEA). The SEA will provide the County with long-term (100+ years) Class I solid waste disposal capacity. The County of Volusia, Solid Waste is seeking a single, responsive and responsible bidder for the construction of Tomoka Farms Road Landfill Southeast Area Construction Cell I located at 1990 Tomoka Farms Road, Port Orange, Florida 32128. The lowest responsive and responsible bidder shall be responsible for all applicable permitting, labor, materials, equipment, tools, transportation, services, and incidentals necessary to complete all Work required by the specifications and as shown on the drawings. Question Submission Deadline: March 19, 2026, 11:59pm Questions and exceptions concerning any section of this Solicitation and any attachments/exhibits shall be directed through the question and answer section of the County's eProcurement Portal. Substantial Completion is two hundred forty-four (244) days Final Completion is three hundred sixty-five (365) days A Bid bond shall accompany each Bid in an amount not less than five percent (5%) of the Bid amount and shall be valid for a period not less than one hundred twenty (120) days. The Bid bond can be in the form of a bond, cashier's check or irrevocable letter of credit (ILOC). The WORK for the PROJECT includes, but is not limited to, excavation and grading, dewatering, preparation of a subbase for installation of a Geosynthetic Clay Liner (GCL), installation of two geocomposite drainage layers (leak detection and leachate collection), installation of a 60 mil textured High Density Polyethylene (HDPE) geomembrane liner system (primary and secondary), constructing leachate collection trench and piping, protective cover placement, access roads, HDPE forcemain and required plumbing and electrical work for proper operation of the leachate collection and detection pumping system, new lined leachate pond, associated lift stations and forcemains, and load-out area, installation of all required electrical service for support infrastructure, system startup and personnel training, associated quality assurance testing, and all related WORK as shown on the CONTRACT DRAWINGS and as specified in the CONTRACT DOCUMENTS
