Design-build services for a new United States Courthouse requiring full site design and construction of a facility not to exceed 281,000 gross square feet. Work includes design and construction of courtrooms, judicial chambers, office, storage, and special-use spaces to support the U.S. District Court, U.S. Bankruptcy Court, the District and Bankruptcy Clerks, U.S. Probation and Pretrial Services, and the U.S. Marshals Service. Services encompass concept design, design development, construction documents, phased construction planning, schedule development, cost estimating and tracking, subcontractor and supplier coordination, and identification of long-lead items. Construction phase responsibilities include site remediation, full courthouse construction, administration of subcontracted and self-performed work, CPM scheduling with resource loading, inspections, testing, cost and progress monitoring, daily logs, monthly reporting, and overall project management oversight. The contractor is responsible for complete design and construction delivery under a design-to-budget approach using a Scope Prioritization Matrix to manage betterments or reductions while ensuring maximum scope within the established budget.
