The Work is comprised of one Contract with one Base Bid and one Bid Alternate. Owner may award either the Base Bid No. 1 or Base Bid No. 1 with Alternate No. 1. Contract No. 1 involves pipeline construction for user expansion, including construction of rural water pipelines with furnishing and installing approximately 138,000 feet of 2-inch HDPE pipeline, 12,000 feet of 2-inch Poly directional bores, forty-one tie-ins to existing system, seven 2-inch poly tees, forty new 1-inch residential curbstop valves, four replacements of existing residential curbstop valves, ten frost proof meter pits, a meter assembly allowance, and all associated fittings and appurtenances, restoration, flushing and testing, signage, and seeding. Alternate No. 1 includes construction of rural water pipelines with furnishing and installing approximately 43,000 feet of 2-inch HDPE pipeline, 2,500 feet of 2-inch Poly directional bores, four tie-ins to existing system, four 1-inch residential curbstop valves, a meter assembly allowance, and all associated fittings and appurtenances, restoration, flushing and testing, signage, and seeding. All bids shall be contained in a sealed envelope plainly marked with project name, work covered, bidder name, separate envelope with Bid Bond, Non-Collusion Affidavit, contractor's license or renewal certificate, and acknowledgment of all addenda. All bids must be prepared according to the Instructions to Bidders and submitted on the Bid Form furnished by the Engineer. Each bid must be accompanied by a separate envelope containing a Bid Security in the form of a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of North Dakota, payable to the Northeast Regional Water District, in a sum equal to five percent (5%) of the full amount of the Bid. Only Bids that are accompanied by such a Bond will be considered. Bidders must be licensed for the full amount of the Bid as required by North Dakota Century Code 43-07-05, and each Bid shall contain a copy of the Contractor's license or certificate of renewal issued by the Secretary of State. Contracts shall be awarded based on the low Bid submitted by a responsible and responsive Bidder deemed most favorable to the Owner's interest. Question Deadline 03/13/2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER in writing. Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents. Questions received less than ten (10) days prior to the date for opening of Bids may not be answered.
