Site work for a mixed-use development in Anaheim, California. Conceptual plans call for site work for a road / highway; and communication facility.

Qualified consulting firms are to provide traffic and intelligent transportation systems engineering services for the State College Boulevard/The City Drive Regional Traffic Signal Synchronization Program Project. The proposal should detail typical work phases, tasks, and deliverables to satisfy the Scope of Work. Consultants may also itemize additional services not specified as requirements. A detailed schedule identifying pertinent tasks, time estimates, milestones, City review periods, revision times, and completion dates for each design milestone is required. Compensation will be based on a detailed cost estimate by tasks and subtasks as noted in the Scope of Work, including a summary sheet for each agency. All work will be performed under a Professional Services Agreement, and compliance with the Federal Davis-Bacon Act and California State Labor Code for prevailing wages is required. Changes in the scope of work or fees must be approved by the City Engineer prior to execution. Invoices and progress reporting requirements must be followed closely, including Earned Value Analysis, Work Breakdown Structure, and detailed documentation of costs. The consultant must identify and maintain key personnel, and at least 50% of the work must be performed with the consultant's own workforce. The City reserves the right to reject any or all proposals and to require adherence to specified instructions for delivery, content, and submittal of proposals, including page limits and required forms. The Orange County of Transportation Authority (OCTA) awarded the City of Anaheim (City) and its four partner agencies with Measure M (M2) funds for the State College Boulevard/ The City Drive Regional Traffic Signal Synchronization Program (RTSSP) Project. The funding will provide signal and intelligent transportation systems (ITS) improvements along State College Bl/The City Dr corridor from Cliffwood Avenue in the City of Brea to Garden Grove Bl in the City of Orange. The City of Anaheim will be the lead agency for the design and implementation of the signal and ITS improvements and synchronized signal timing through the project corridor. The four partner agencies (Partner Agencies) are cities of Brea, Fullerton, Orange, and Caltrans. Caltrans is not a financial partner and will not be receiving any physical improvements nor equipment upgrades. The City of Anaheim will enter into a separate cooperative agreement with Caltrans for only implementing synchronized signal timing at Caltrans intersections.
