RFB 2026-09 Liquid Bituminous et al pertains to road construction. Submittals must adhere to the requirements outlined in the bid documents and legal advertisement. Qualifications and special requirements are specified within the bid document. The Bidder shall comply with current NYS OGS Specifications for Commodity Group 31555 - 23334 Comprehensive Liquid Bituminous Materials. 2. The County shall specify the type or types of materials, grades, temperatures and quantities of materials to be applied on all projects. 3. All emulsified asphalt materials shall meet the requirements of the latest edition of the New York Stated Department of Transportation Specifications, including addenda. All materials supplied shall be tested, inspected and approved for use by the supplier. Test results shall be maintained on file at the source for a minimum of two (2) years and available to the County for review. 4. The Bidder at the time of bidding will own and operate an emulsion manufacturing plant. The supplied emulsion must be from the NYS Department of Transportation approved location/primary source (listed on the NYS Approved List). 5. Asphalt emulsions as defined in NYSDOT Standard Specifications 702, shall be stored in an approved facility having a minimum of one permanent storage tank for each type of asphalt emulsion bid. The tank(s) shall have a storage capacity of at least 10,000 gallons each, be capable of maintaining material homogeneity and have equipment capable of heating the material to the proper application temperature prior to shipment. 6. The Bidder shall have evidence available to show that the scale or meter(s) have been tested for accuracy by the County Sealer of Weights and Measures. The scale or meter check shall be performed each calendar year before any material is supplied 7. The Bidder shall own, operate, staff, and maintain a working laboratory. The laboratory shall be equipped with all equipment necessary to perform all specified tests on any emulsion sample. Please refer Bid Tabulation for detailed Bid Result.
