PCL ED, a Joint Venture, acting as the Construction Manager (CM) and Modern Niagara Ottawa, acting as the CB and PWC Mechanical Design Assist Implement (DAI) Contractors are inviting Bidders to submit their Expression of Interest to pre-qualify to bid on the Insulation Mechanical Systems Vendor Pre-Selection portion of the Centre Block Rehabilitation Project. The project is located at 111 Wellington Street, Ottawa, Ontario. This Expression of Interest process is the first phase of a two-phase procurement process; the second phase is the Request for Proposal (RFP) phase. Phase One Request for Expression of Interest (REI), posted on MERX publicly to seek a mechanical thermal insulation contractor who shall supply and install Insulation for the Mechanical systems for the CB and PWC Buildings. This Request for Expression of Interest document sets out the requirements for the submission of the Bidder's Expression of Interest and specifies the evaluation criteria and Bidder selection process for this phase. Phase Two - Request for Proposal (RFP), the second phase is the Request for Proposal (RFP) phase, which will include a Technical and Financial Package. During the RFP Phase, the pre-qualified bidders will be invited to prepare and to submit a Lump Sum price for the Parliament Welcome Centre and Time and Material basis for Centre Block based on the Scope of Work (SOW) outlined in the RFP. Pre-qualification requirements: Bidders must submit their Expression of Interest and meet the evaluation criteria and Bidder selection process as specified in the REI document in order to be pre-qualified to participate in the RFP phase.
