Provides all labor, materials, equipment, tools, reports, transportation, parking, and waste disposal necessary to perform Storm Water Compliance Management Services for the facility. Maintains, updates, and implements a comprehensive five-year Storm Water Management Plan in accordance with EPA Phase II Stormwater Regulations, the Clean Water Act, the National Pollutant Discharge Elimination System, and State Water Resources Control Board requirements. Conducts site surveys, labels storm drains, updates the storm drain maintenance plan, and performs annual and quarterly inspections to identify deficiencies and ensure compliance. Identifies pollutants and sources, evaluates the effectiveness of Best Management Practices for construction and post-construction stabilization, and conducts annual illicit connection detection inspections. Monitors and documents storm water drainage, site grading plans, erosion control measures, exemptions, and risk levels. Provides educational materials and reporting procedures, develops measures to reduce discharges from pressure washing and irrigation, identifies pollution sources, and recommends nonstructural and structural BMPs. Establishes measurable goals for storm water management, updates topographical and aerial site maps, and develops procedures to assess and prioritize the MS4 storm drain system, including catch basins, pipes, pump infrastructure, conveyances, receiving waterbodies, and detention basins. Coordinates all activities with facility personnel to ensure minimal disruption to operations. Location: VA San Diego Healthcare System, 3350 La Jolla Village Drive, San Diego, CA 92161.
