The Office of Broadband Development seeks a third-party cultural resource management contractor or company to provide Section 106 consultation services for National Telecommunications and Information Administration's BEAD (Broadband Equity, Access, and Deployment) projects and grant recipients. The contractor will work with subgrantees to ensure federal, state, and local historic preservation requirements are met for each project. Responsibilities include preparing literature and records reviews for every BEAD project area in accordance with the Kentucky State Historic Preservation Office (SHPO) Notice of Policy, using the Advisory Council on Historic Preservation Program Comment for Federal Communications Projects and associated documentation forms, and meeting the professional qualification standards established by the Secretary of the Interior in history, archeology, or architectural history. The contractor will manage multiple BEAD projects simultaneously, coordinate with federal, state, and local agencies as well as internet service providers and other stakeholders, develop and implement cultural resource management plans, monitor compliance with Environmental and Historic Preservation laws and regulations, provide technical assistance, and support the Office's environmental and cultural resources team by maintaining records, providing updates, and participating in escalation procedures if necessary. Offerors must comply with all applicable provisions of KRS 45A and KRS 12.210 prior to contract effectiveness.
