The project consists of a new river intake screen and raw water piping, a new raw water pump station building, improvements to an existing on-site groundwater well, a new 2.0 mgd membrane treatment facility housed in a metal building, new backwash basins, a new high service pump station building, and associated sitework, piping, pumps, and electrical improvements. The membrane filtration equipment and auxiliary power generator for the project have been pre-purchased by the Owner. Bids shall be submitted in a sealed envelope clearly marked with the project name, date, and time of bid closing, as well as the Bidder's name, and delivered to the specified location before the bid closing time. Each bidder must deliver the "First Tier Subcontractor Disclosure Form" to the Project Manager no later than two working hours after bid closing. Failure to submit the required form will render the bid non-responsive. The contract is for a Public Works project and is subject to state and federal prevailing wage laws and all applicable regulations. No prequalification is required for this contract. A mandatory pre-bid meeting and site inspection walk-through is required for all prospective bidders and will be the only opportunity to observe the project site conditions before bid closing. Hard copies of bid documents may be examined at specified locations during their open hours, and digital copies are available for download with a non-refundable payment. Question Deadline 03/26/2026 All questions about the meaning or intent of the Bidding Documents shall be submitted to the Engineer in writing. Questions received less than five (5) days prior to the date for opening of bids will not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications are not binding unless confirmed by written Addendum, including discussions at prebid conferences.
