Site work for a military facility in LrAFB, Arkansas. Completed plans call for site work for a military facility.
The contractor shall provide all qualified personnel, transportation, tools, equipment, materials, and services required to remove, furnish and install an extension to the existing chain link fence and a new double gate at Harris Road on Little Rock AFB, AR 72099 in accordance with the Performance Work Statement. The 1,400 linear feet of fence is required to reestablish base perimeter on Harris Road for the installation. The contractor shall provide all chain link fencing matching existing fence in gauge, equipment, tools, hardware, and height including rails, post and guide wire material. 2.1 Fence and Gate Installation The fence is located on Harris Road . Contractor shall coordinate with Government Point of Contact for access to Little Rock AFB . The intent is to complete all work within 60 calendar days . 2.2 Pre -Install Requirements Before services are commenced , the contractor shall inspect the work site and ascertain all information for the diligent performance of the service (s). The contractor shall notify the ordering agency of any conditions that prevent the suitable completion of these services to include operations that could endanger Government personnel or property and require appropriate abatement action . If the contractor discovers problems associated with the work after starting , he or she shall immediately notify the Contracting Officer (CO) for their approval if the work is to continue . 2.3 General Services Material provided by the contractor . The contractor shall provide all chain link fencing matching existing fence in gauge , equipment , tools , hardware , and height including rails , post and guide wire material . The contractor shall be responsible for all personnel , equipment , tools , materials , supervision , storage , assembly , transportation , and all other items necessary to install fencing . 2.1.1 Contractor must install fully operational chain link fence made of 9-gauge G.A.W. steel wire with a 2-inch mesh , matching in size and material to the existing fence . This will extend the fence line approximately 1400 linear feet (Appendix B). The installation shall closely match existing fence in height (84" ) chain link , top rail , line post , terminal post , post spacing , bracing , tension wire , and barbed wire . Fence height including outriggers must me a minimum of 8 feet (Appendix C) . Corner , end, and pull posts shall be anchored in a minimum 12 inches wide by 36-inch - deep concrete footing . Line posts shall be anchored in a minimum 10 inches wide by 36 -inch -deep concrete footing and the fence shall have a three -strand climb resistant top to match existing fence . 2.1.2 Contractor must install a 24' double gate with a 1 7/8 " framed pipe and 6 5/8" gate posts . The framework for this gate shall be galvanized steel , sized as indicated on the drawings , and the finish shall match the fence frame . The gate must be installed in accordance with the UL 325 safety standard and the ASTM F2200 standard for the construction of vehicular gates . Refer to Appendix D for fence and gate details . 2.1.3 The contractor shall be knowledgeable of and shall comply with all applicable federal , state, and local laws , codes , permits , DOD , AF , and base requirements and instructions required for the performance of the duties in this Performance Work Statement (PWS ). 2.1.4 The contractor shall ensure policies and procedures are established that protect the safety and welfare of customers , employees , and the community to minimize or eliminate safety or environmental risks . These policies shall follow Federal and Installation policies and procedures . 2.1.5 The contractor shall provide a contract manager who shall be responsible for the performance of the work . The name of this person and an alternate or alternates who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer (CO ) within 10 days after contract award . The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operations of this contract on the installation . 2.1.6 The contractor shall provide a Project Manager with a minimum of 5 years of experience installing your company's product , responsible for project site management , scheduling , coordination and technical assistance to the Air Force representative as required throughout the project . Resumes and letters of intent shall be provided upon request. 2.1.7 Milestones : Contractor shall notify the Government POC and CO of estimated delivery date of material is required to be sent within 10 days of contract award . Weather permitting work shall be accomplished within 60 days of material arrival . Installation progress shall be provided to CO weekly until project is complete .
