The City of Fair Oaks Ranch is seeking a contractor to construct the SAWS Emergency Interconnect Project aimed at improving water system resiliency by establishing an emergency potable water connection between Fair Oaks Ranch Utilities and the San Antonio Water System. The project has two phases: Phase 1: Approximately 700 linear feet of water main improvements along Leslie Pfeiffer Drive, including replacing and upsizing existing 3-inch and 6-inch water lines to a 12-inch transmission main, extending to connect with the City's existing 12-inch main along Fair Oaks Parkway. Phase 2: Construction of the emergency interconnect to the existing SAWS water main within established utility easements along Leslie Pfeiffer Drive. This includes installing the master meter assembly, reduced pressure backflow prevention device, isolation valves, and associated appurtenances needed for a controlled, metered, and protected one-way flow from SAWS to FORU. The estimated budget is $387,000. The timeline is 71 calendar days from Notice to Proceed to completion. Full specifications and details are referenced in "Exhibit A Plans". The selected contractor must execute the City's Standard Construction Agreement. Instructions to bidders: Submit proposals online via https://www.civcastusa.com/ or deliver to 7286 Dietz Elkhorn, Fair Oaks Ranch, Tx 78015, addressed to Clayton Hoelscher, Procurement Manager. Sealed proposals will be received until 2:00 P.M. on the specified due date; late proposals will be returned unopened. Proposals must include: a cover letter/executive summary; company experience with similar projects (including project details, owner contacts, original and final cost); project team and subcontractor experience and references; project approach (plan, timeline, and construction management approach). Any questions must be submitted in writing. Official changes will be via written addendum posted on city and CivCast websites. The city reserves the right to reject proposals or waive informalities and is the sole judge of proposal merits. Any withdrawal of proposals before the due date must be in writing and state the reason for withdrawal. The selected contractor is required to execute the City's Standard Construction Agreement after selection.
