Question Deadline 03/24/2026 Each request for an interpretation shall be submitted to Online no later than 7 days prior to the bid opening. Bids are invited for the replacement of the existing water line with 1800 linear feet of 6-inch PVC C900, including installation and connection to existing infrastructure. Work includes valves, fittings, roadway repair, and testing. The contract will be awarded to the lowest responsible bidder or the bidder offering the best value. Considerations may include multiple awards from one solicitation. Bid/Contract Documents, including Drawings and Technical Specifications, are available by registering with civcastusa.com, and each contractor must register and acknowledge receipt of project documents to be on the Bidder's List. A bid bond of 5 percent of the bid, issued by an acceptable surety, or a certified check, bank draft, or negotiable U.S. Government Bonds (as par value) payable to the City of Bruceville-Eddy must be submitted with each bid. Bidders are expected to inspect the project site and inform themselves of all local conditions before submitting bids. The project is financed through the Texas Department of Agriculture under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws, including Davis-Bacon prevailing wage rates. The successful bidder must ensure nondiscrimination in employment. Adherence to the City's Section 3 Policy is required for contracts and subcontracts exceeding $100,000. The solicitation is subject to Build America, Buy America Act requirements. All iron, steel, manufactured products, and construction materials must be produced in the United States unless a waiver has been approved. Bids may be held for up to 60 days from the bid opening date for review and qualification purposes. All contractors/subcontractors that are debarred, suspended, or otherwise ineligible for federal assistance may not participate in this project. Minority, small, women, and historically underutilized businesses are encouraged to submit bids. The City of Bruceville-Eddy reserves the right to reject any or all bids or to waive any informalities in the bidding. The deadline to ask questions is 3/24/2026 5:00 PM CST
