Constructing EHRM Infrastructure Upgrades at the Philadelphia VA Medical Center, including completion of all construction work detailed in the 100% bid design drawings, specifications, and project manual prepared by Health Facilities Solutions. Work includes upgrades to Buildings 1, 2, 3, 21, and 30, involving relocation, reconfiguration, expansion, and renovation of existing rooms and telecommunication closets, including new walls, doors, finishes, and related improvements. Construction shall comply with the VA Infrastructure Standard for Telecommunications Spaces (ISTS) V4.0, June 1, 2023, and incorporate requirements from the VA Physical Security Design and Resiliency Manual (PDRSM). Work includes general construction and associated trades, structural modifications, mechanical and HVAC improvements, plumbing and fire protection work, electrical and information technology upgrades, and civil components. All work areas will remain occupied; therefore, construction activities are limited to 5 p.m. to 5 a.m. ET, requiring daily setup and removal of materials, debris clearing, and restoration of typical conditions. Phasing will be required, as not all areas will be available concurrently, and a site visit prior to bidding is required to verify existing conditions.
