As of April 10, 2026 solicitation is canceled due to funding, No definite date for rebid The Clay County Board of County Commissioners (County) is requesting Proposals from qualified Contractors to provide Housing Foundation and Substructure Rehabilitation Services at 2651 Sapp Lane, Middleburg, FL 32068 per Scope of Work associated with this Request for Proposal (RFP). The intent of this project is to remove and replace deteriorated structural floor framing components identified in the structural inspection prepared by Fortress Engineering Group, LLC, and to restore the building's substructure to a safe, stable, and code-compliant condition suitable for continued occupancy. The County's objective is a complete structural correction, not a temporary or partial repair. Sealed bids are requested for RFP NO. 25/26-006, CDBG 2651 Sapp Lane Foundation Rehabilitation. Bids must be received by 4:00 P.M. on Monday, April 6, 2026. Bids will be opened at 9:00 A.M. on Tuesday, April 7, 2026 at the Clay County Administration Building, Conference Room B, Fourth Floor, 477 Houston St, Green Cove Springs, Florida, and through the County's electronic bidding system. Bids are not valid unless received by the deadline. There will be a mandatory pre-bid meeting at 1:00 P.M. on March 19, 2026 at 2651 Sapp Lane, Middleburg, Florida 32068. The solicitation package can be found online at the Clay County Public Portal. All respondents must be registered on the Clay County Public Portal to submit a response. Question Deadline 03/25/2026 at 4:00 PM ET Bidders shall submit all inquiries regarding this RFB in the "Question and Answer" tab of the RFB. A. Assumptions and Risk Allocation 1. Contractor shall assume that deterioration may be more extensive than what is visible in the inspection report. 2. Bid price shall include all labor and materials necessary to complete the scope, regardless of the exact number of beams or joists ultimately replaced, unless the County issues a formal change. 3. Contractor shall assume full responsibility for maintaining structural integrity during the work. 4. Failure to inspect site conditions shall not be grounds for additional compensation. B. General Contractor Quality Assurance, Documentation and Acceptance Responsibilities 1. Contractor shall furnish all labor, materials, supervision, equipment, engineering (if required), permitting, inspections, and incidentals necessary to complete the work described in the RFP. 2. Contractor shall provide photographic documentation of exposed deteriorated framing and installed replacement members prior to concealment. 3. Contractor shall provide and verify field conditions and maintain structural stability of the building at all times. 4. Contractor shall provide and confirm quantities including extents of deterioration. 5. Contractor shall coordinate, provide and verify all structural deficiencies identified in the inspection and approvals. 6. Contractor shall correct any non-conforming work at no additional compensation. 7. Contractor shall ensure structural adequacy of all replaced components. 8. Contractor shall provide written confirmation and documentation of final inspection approval. 9. Contractor shall pass required inspections. 10. Contractor shall provide unresolved settlement, displacement, or structural damage attributable to construction activities. C. Detailed Work Elements and Temporary Structural Stability Performance Requirements 1. Contractor shall ensure that the structure remains continuously supported, stable, and protected throughout all phases of demolition and replacement activities. 2. Contractor shall perform work in a manner that prevents settlement, displacement, cracking, or damage to the structure, foundation, or bearing elements during construction. 3. Any movement, settlement, or damage resulting from the Contractor's operations shall be immediately corrected at no additional cost to the County. This requirement establishes performance expectations only and does not dictate construction means or methods. 4. Floor Beam Replacement a. Contractor shall remove and replace all floor beams exhibiting deterioration, cracking, compression, sagging, or loss of section as identified in the inspection report and as encountered during construction. b. Replacement of new, pressure-treated lumber or approved equivalent beams. c. Beams shall be sized to meet or exceed current code requirement for span and loading. d. Beams shall extend continuously from bearing point to the bearing point. e. Spliced or sistering repairs of deteriorated beams shall not be permitted unless expressly approved in writing by the County. 5. Floor Joist Replacement and Reinforcement a. Removal and replacement of any floor joists that are deteriorated, compromised, or structurally inadequate. b. Replacement and restoration of full load path continuity. c. Eliminate deflection, sagging, or uneven floor conditions. d. All joists' hangers, connectors, and fasteners shall be new and code compliant.
