Dane County Waste + Renewables (W+R) is seeking proposals from professional engineering firms to serve as the Construction Quality Assurance (CQA) Representative at Dane County Landfill Site No. 3, specifically for the "Phase 1, Cell 1 Liner Construction." The scope includes providing on-site CQA representatives; conducting soil sampling and testing; performing geosynthetic sampling and testing; and submitting all reports and documentation to the Wisconsin Department of Natural Resources (WDNR) necessary for approval of landfill construction events. CQA representatives are required to be present at relevant meetings, conduct weekly erosion control inspections, coordinate sampling and testing to avoid construction delays, and develop and implement all required plans per the referenced CQA Plan. All testing, coordination, and reporting costs are the responsibility of the selected firm. Minimum requirements include at least one registered professional engineer for WDNR reporting, certified testing equipment, and a certified four-wheel drive vehicle for on-site navigation. Proposers must also organize and submit their proposals as specified, including all required documentation, certifications, and responses to the evaluation criteria, all in compliance with the RFP instructions and submission guidelines. Proposals must be submitted electronically via the County's eProcurement Portal following all listed steps and requirements. The primary Scope of Work for this project is to represent W+R during the construction of Dane County Landfill Site No. 3 - Phase 1, Cell 1 Liner Construction.
