The work consists of street surface maintenance for the Spring Lake Park Street Seal Coat and Crack Repair Project, including the following approximate quantities: 3,000 pounds of sealing bituminous pavement cracks (route and seal), 5,000 pounds of sealing bituminous pavement cracks (clean and seal), 760 tons of seal coat aggregate (FA-2 modified), 19,750 gallons of bituminous material for seal coat, miscellaneous pavement markings (paint), as well as erosion control, traffic control, and other appurtenances. All bids must be submitted electronically via QuestCDN and must be accompanied by bid security in the amount of 5 percent of the bid. Only online electronic bids are accepted, and prospective bidders must be on the plan holders list through QuestCDN. The Owner reserves the right to retain deposits of the three lowest bidders for up to 60 days, to reject any or all bids, to waive irregularities and informalities, and to award the contract in the best interests of the Owner. The successful bidder must be a "responsible contractor" as defined in Minnesota Statutes, section 16C.285, subdivision 3. A prime contractor must provide verification of compliance for all first-tier subcontractors and submit a supplemental verification under oath before contract execution, confirming all intended subcontractors and motor carriers meet the responsible contractor criteria. No bids may be withdrawn for 60 days after the opening of bids.
