Bid is Cancelled Sapp Lane Foundation Rehabilitation The Clay County Board of County Commissioners is requesting proposals from qualified contractors to provide housing foundation and substructure rehabilitation services at 2651 Sapp Lane, Middleburg, FL 32068. The intent of this project is to remove and replace deteriorated structural floor framing components as identified in the structural inspection prepared by Fortress Engineering Group, LLC, and to restore the building's substructure to a safe, stable, and code-compliant condition suitable for continued occupancy. The objective is a complete structural correction, not a temporary or partial repair. Bidders shall submit all inquiries regarding this request in the "Question and Answer" tab of the RFB. Bidders are prohibited from contacting any member of the Board, any county employee, or agent of the county regarding the request for bids during the request for bid period, except through official channels as outlined. Exceptions to the no-contact rule include inquiries submitted to the Purchasing Department if provided, pre-bid conferences, and formal presentations specified in the request for bids. Failure to include a proper bid bond or other approved security, if required, will result in rejection of the bid. Failure to file a written notice of protest and to file a written petition within the prescribed time and manner will waive the right to protest. The Board reserves the right to reject any and all bids without cause and to waive technical and non-technical or non-material defects in the request or any bid submitted. Interested vendors are advised of a local preference policy and Buy American policy. Bidders on the convicted vendor list may not submit a bid or perform work under a contract with any public entity as specified by Florida Statutes. Question Deadline 03/25/2026 at 4:00 PM ET Bidders shall submit all inquiries regarding this RFB electronically. Bidders are prohibited from contacting, by any means, whether orally, telephonically, electronically or in writing, any member of the Board, any County employee, including the County Manager, the County Attorney or the Commission Auditor, any member of the designated Evaluation Committee or any agent of the County regarding the Request for Bids in any respect during the Request for Bid Period. The Board reserves the right and power to reject any and all Bids without cause and to waive technical and non-technical or non-material defects in the Request for Bids or submittal of any Bid, and in its discretion to re-advertise the Request for Bids. The Board reserves the right to award Request for Bids which would be in the Best Interest of the County. Interested vendors are advised that the Clay County Board of County Commissioners has a local preference policy and Buy American policy. The Board Reserves the Right to Reject Any and All Bids Without Cause and to Waive Technical and Non- Technical or Non-material Defects in the Request or Submittal of Any Bids. Last Date of Inquiries:March 25, 2026, 4:00pm The Contractor shall achieve Final Completion of the Project no less than thirty (30) calendar days after the delivery of the Punch List by the County to the Contractor. The Contractor shall be assessed Liquidated Damages (LD) of $100.00 for each day past final completion date set by the contract.
