Utah Tech University invites sealed bids from qualified, licensed, and bonded contractors to provide all labor, materials, equipment, and supervision necessary to reconstruct the Taylor Building parking lot located on the Utah Tech University campus in St. George, Utah. This procurement is conducted as an Invitation for Bids (IFB) and will be awarded to the lowest responsive and responsible bidder in accordance with Utah procurement statutes and University policies. The selected contractor shall furnish all services required to reconstruct the Taylor Building parking lot, including but not limited to: o Demolition and removal of existing asphalt and related materials o Subgrade preparation and compaction o Installation of new base materials o Asphalt paving o Concrete curb, gutter, and sidewalk work (as applicable) o Striping, signage, and ADA-compliant markings o Drainage improvements (if required) o Restoration of adjacent areas impacted by construction All work shall be completed in accordance with the project drawings, technical specifications, and applicable codes and standards. This section of the specifications cover specific requirements, instructions, and conditions applicable to this project only, which are not covered by the General Conditions of the Construction Contract prepared by the Engineers Joint Contract Documents Committee. Should there be conflicting statements between this section and other sections of these specifications, this section shall govern. Should there be conflicting statements between the Standard General Conditions of the Construction Contract, these Specifications or the Utah Tech University (UTU) Contractor Agreement. The order of precedence is as follows: 1. UTU Contractors Agreement. 2. These Specifications 3. Standard General Conditions of the Construction Contract. The following documents are required before a certificate of occupancy is issued: o A code inspection report recommending that a certificate of occupancy be issued. o Final report from the special inspection agency. o Certificate of fire clearance from the UTU Fire Marshall. o Final approval from the State Elevator inspector, if applicable. N/A o Final approval from the State boiler inspector, if applicable. N/A o Report of the disinfection of the potable water system. IPC 610 N/A o A Certificate of Compliance from the approved fabricator, if applicable. IBC 1074.2.2 N/A o A stamped and signed final report from the structural engineer when structural observation is required by IBC 1710. N/A o An NFRC Certificate for fenestration without the NFRC label. N/A o Final report from the special inspector and the mechanical engineer when smoke control is required. The reports must comply with IBC 909.18.8.3. N/A WEDNESDAY, MARCH 18 at noon (MST) - All interested contractors will be required to declare their intent to bid Question Deadline 04/01/2026 at 12:00 PM MT All questions must be submitted electronically via U3P Intent to Bid by Mar 18, 2026 12:00 PM MDT.
