Project Type RFQual (Request for Qualification) Response Types Response File Type of Award Lump Sum This Project is located on the Camp Pendleton Marine Corps Base, and the selected proposer will be subject to and must comply with applicable federal requirements and regulations. License Classification. Each proposer must be a licensed Contractor pursuant to the Business and Professions Code and shall be licensed in the following classification(s), including but not limited to: General Contractor B-License Questions regarding this RFQ-P must be directed to the Q&A tab by March 19, 2026 2:00PM. The District reserves the right to reject any or all proposals, to accept or reject any one or more items of a proposal, or to waive any irregularity or informalities in the proposals. The District also reserves the right to select one Proposer, multiple Proposers, or no Proposers. Construction of 5 buildings on 603,000 sq. ft (13.84 acres) area and Interim Housing/Swing Space with temporary playground. The 5 buildings will be Administration, Library and kindergarten classrooms, elementary classrooms, middle school classrooms and a Multi-Purpose Building. The Interim Housing/Swing space will consist of modular restrooms, additional ramps, fences, gates, temporary asphalt fire lane, interim flagpole and minor electrical and plumbing work. The Administration Building will be 7,129 SF 1-story Type VB with conventional footings, slab on grade and wood framed. Plaster and composite siding exterior cladding and built up roofing. The rooftop will have a package unit HVAC system. The covered exterior walkway area at the main entry will be 1,250 SF. Kindergarten and Library will be 19,713 SF 1-story Type VB with conventional footings, slab on grade and wood frame. Plaster and composite siding exterior cladding. Window wall will be design build. Roof will be built up with a rooftop package unit HVAC system. Wall attached awnings at exterior covered walkways and door entries. Elementary School Classrooms will be 24,652 SF 2-story with 8,770 SF covered exterior walkways. Wood framed with lightweight and standard weight concrete topping slabs on the 2nd floor. Conventional footings with slab on grade and a 2 stop elevator. Stairs will be steel with concrete filled pans. Plaster and composite siding exterior cladding. Roof will be built up with a rooftop package unit HVAC system. The Middle School Classrooms will be 13,632 SF 1-story Type VB with conventional footings, slab on grade and wood framed. Plaster and composite siding exterior cladding. The roof will be built up with a rooftop package unit HVAC system. Wall attached awnings at the covered exterior walkways and door entries. The covered exterior courtyard and walkways will be 2,587 SF. The Multi-Purpose Building will be 16,687 SF 1-story Type VB with conventional footings, slab on grade, masonry wall structured gymnasium and wood framed accessory spaces. The Gymnasium roof will be steel framed with wood purlins. The roof will be built up with rooftop unit HVAC system. There will be a commercial kitchen, classrooms, elevated platform, Design Build bleachers, locker rooms and restroom facilities. Exterior walls will be CMU and plaster cladding. An exterior equipment and service yard enclosure will be connected and will adjoin with the Electrical Service yard. The Campus will have a 6' steel picket type fence around the perimeter with pedestrian and vehicular entry gates. The existing military base side parking lot will remain as is with some exceptions to include the addition of EV car charging and DSA ACS compliance modifications. A new civilian side parking lot with an access road and a drop off aisle will be on the City of Oceanside side. The Construction of accessory structures for storing maintenance carts, trash dumpsters and other miscellaneous equipment. Playground with equipment for Pre-K, T-K and kindergarten students and a separate playground and play courts for grades 1-5. The gathering areas and play courts for middle school students will be in a separate locale. A natural grass field with 1/4 decomposed granite walking track along with structures for wall ball, tether ball, basketball courts and pickleball to be part of the final stages of construction. Surface retention basins will be adjacent to the Natural grass field and the lunch shelter structure will support Solar PV panels. There will be offsite work that will include but not limited to Fire water piping, sewer piping, and domestic water piping. This project will be built in phases, allowing for the existing campus to remain operational. The existing Middle School will be moved off campus with the vacated space to be utilized as the Interim Housing/Swing Space. Some Interim Housing/Swing Space work will be required including the installation of temporary modular restroom, ramps, fences, gates, asphalt fire lane, asphalt access ramp to the adjacent park and play surface. Alteration of existing modular building to add a 2nd door and window. Installation of an interim flagpole and relocation of fire alarm annunciator panel to the interim administration building. Minor electrical and plumbing work will be necessary for tie-ins at temp facilities. An adjacent dog park will be converted to a play field with new fencing, sanitation of soil, new grass, irrigation and walkways. The existing Administration and Kindergarten buildings to be demolished first along with playgrounds and fields west of demarcation line. Scarify the site, import significant amounts of soils, rough grade, final grade in preparation for the construction of new buildings. At the completion of the new structures, staff and students will move into the new buildings and the old portion of the campus to be fenced off and demolished. Following demolition the sports courts and fields will be built on the east side of the site. The interim park and other facilities to be restored to their original and final condition.
