Demolition, site work and renovation of a civil project in Soldiers Grove, Wisconsin. Completed plans call for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.
Description of Work: The Project consists of demolition of existing structures and associated appurtenances; installation of process piping, sludge storage tank, RAS/WAS pump station, control & headworks building, aeration systems, electrical, and controls; rehabilitation of existing process tank including aeration tank, final clarifier, and sludge digester; site work and associated appurtenances at the Wastewater Treatment Facility. Bids will be received for a single prime Contract Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Additional Conditions: The letting of the work described herein is subject to the provisions of Sections 61.54, 62.15, 66.0901, and 66.0903(1m) of the Wisconsin Statutes. This Project is funded in part by a Community Development Block Grant for Public Facilities (CDBG-PF) from the Wisconsin Department of Administration using federal CDBG funds. Conformance with the Build America, Buy America (BABA) Act domestic procurement is required. This Project is also funded in part with funds from the Wisconsin Department of Natural Resources Clean Water Fund Program (CWFP). Conformance with the American Iron & Steel (A.I.S.) requirements is required. Wage Rates: Minimum salaries and fringes to be paid on the Project shall be in accordance with the prevailing wage rate determination established by the Federal Department of Labor (DOL). Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. Attention is also called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this Project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor Standards program laws, including, but not limited to, the Davis-Bacon Act, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act will apply to this Project. The Village of Soldiers Grove encourages Minority-owned Business Enterprises (MBE's), Women's Business Enterprises (WBE's), Disadvantaged Business Enterprises (DBE's), and Small Businesses in Rural Areas (SBRA's) to submit bids. A municipality, in awarding prime contracts, and primary contractor, in awarding subcontractors, are required to make a good faith effort to achieve a combined minimum goal of participation for MBE/WBE utilization in accordance with s.NR 162.09(3), Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor. Published by the authority of the Village Board. Digital version of the Bidding Documents also may be obtained online upon receipt of a non-refundable deposit of $50.00. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Consideration of Bids: No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least five percent (5%) of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the Bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the Bidder as soon as the contract is signed. If after 15 days the Bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. BIDDER is required to deliver the original certified check or bid bond within 72 hours of bid opening to Delta 3 Engineering, Inc., Attn: Ms. Jamie Marcue, 875 S. Chestnut Street, Platteville, Wisconsin 53818. Bids may not be withdrawn within 90 days after the date of the bid opening. The OWNER reserves the right to increase or decrease the quantity of any item or portion of the work, or to omit portions of the work, as may be deemed necessary by the OWNER, and the same shall in no way affect or make void the contract, except that additions to, or deductions from, the contract price will be appropriately made. The OWNER reserves the right to waive any informalities, or to reject any or all bids, or any part of a bid, and to award the Contract to the Bidder, who in the judgment of the OWNER, will best serve the interest of the OWNER. Demolition/Removal of Existing Structures generally comprises, but is not limited to, the following: a) Clearing and Grubbing to be completed by Owner. b) Removal of chain-link fence by Owner. c) Removal of sidewalks/driveways. d) Removal bituminous pavement. e) Removal and/or abandonment of process piping, valves, and appurtenances. f) Removal of concrete equipment pads. g) Removal of manholes. h) Electrical and communication conduits/lines. i) Demolition of Control and Chemical Building (Structure 010). (1) Remove and reinstall chemical tanks – 3 each. (2) Remove and reinstall chemical pumps – 2 each. (3) Remove HVAC. (a) Salvage chemical room heater to Owner. (4) Remove electrical and controls. (5) Coordinate abandonment of electrical service with Alliant Energy. (6) Demolish process piping, plumbing, and associated appurtenances. (7) Demolish building and foundation. j) Removals within Process Structure (Structure 030). (1) Remove effluent sampler. (2) Remove influent sampler. (3) Remove Blower #1 and Blower #2. (4) Demolish influent bar screen and channel. (5) Demolish aeration piping and hardware. (6) Demolish Process Building. (a) Process Tank to remain. k) Demolition of Sludge Drying Beds (Structure 060). (1) Demolish concrete structures. (2) Demolish process piping and associated appurtenances. l) Demolition of Sludge Loading Pad (Structure 065). (1) Remove sludge loading pump. (2) Remove decant pump. (3) Remove electrical and controls. (4) Demolish process piping and associated appurtenances. (5) Demolish concrete structures. m) Salvage existing electrical, valves, and other metals to the Village of Soldiers Grove. n) The necessary machinery, equipment, tools, materials, labor, and all construction means and methods to complete Demolition/Removal of Existing Structures
