Sealed proposals will be received online via the PennBid Program by Middletown Township, Delaware County for the 2026 Road Improvement Program. All current Pennsylvania Department of Transportation Standards and Specifications will prevail over all standards and specifications included in this contract. The project consists of approximately: 280 tons of Superpave Mixture Base Repair, 27,780 square yards of Milling, 27,780 square yards of Superpave Mixture Wearing Course Overlay, required line work, and incidental work. All bidding documents are available online at no cost. Each bid must be submitted online and accompanied by a certified check or bid bond equal to at least ten percent of the total bid. Pennsylvania Prevailing Wage Rates apply to bids equal to or greater than $25,000. The Township Council reserves the right to accept or reject any or all proposals or parts thereof, and to waive any informality in the bidding.
