Monthly, annual, and triennial testing, inspection, and emergency repair services are required to ensure the generator systems remain compliant with the most recent VHA-adopted NFPA 110 standards and fully prepared for TJC and OIG inspections. Services include providing all labor, materials, tools, and equipment to conduct monthly 30-minute operational tests under facility load, verifying time-to-transfer performance within 10 seconds, and rotating the initiating ATS each month to ensure all switches are cycled annually. When generators fail to reach 30% load or required exhaust temperature, supplemental load bank testing must be performed in accordance with NFPA 110 Section 8.4.2, including an annual 2-hour load-bank exercise reaching at least 75% of the nameplate rating. A triennial 4-hour test is required, maintaining at least 30% load for the first three hours and at least 75% for the final hour, using a load bank if necessary. Emergency repair support must be available 24/7/365 with a maximum on-site response time of two hours. Each emergency repair must produce Return-to-Service documentation identifying the cause and confirming that the applicable NFPA 110 re-test has been completed. All documentation must meet TJC and OIG audit standards and be submitted within 72 hours. Reports must include kW, amperage, hertz, exhaust temperatures, fuel level, oil pressure, coolant temperature, voltage, frequency, and battery diagnostic data. Each report must include a signed certification that all testing met the most recent VHA/NFPA 110 criteria. Technicians must be EGSA-certified or factory-trained for the specific VAMC equipment, and all work must comply with current NFPA 70E safety requirements, including proper arc-flash PPE and safe-work-zone establishment. The contractor must maintain generator test records for at least three years, in electronic or hard-copy form, and ensure compliance with NFPA 110 data retention requirements. Services cover five generators ranging from 128 kVA to 1250 kVA across multiple buildings and locations. Location: Louis A.
