Currently, the New Design Water Treatment Plant dewaters residuals from its treatment process of Potomac River water into pressed residual "cake" using a belt filter press. The plant uses two primary coagulants: Ferric Chloride (mainly in summer) and Polyaluminum Chloride at other times. The plant generates about 2,100 tons of pressed sludge per year with average solids of 20%. The press operates as needed on a seven-day-per-week basis. The County averages two trailer loads per week. Trailers are positioned under a loading chute for residuals to be loaded by a conveyor belt and are moved as needed to distribute the load. On-site weighing equipment is used to weigh trucks/trailers before and after loading for billing purposes. The Contractor must use these scales and agree to pickup schedules by mutual agreement. Trailers must be emptied within 5 business days of being notified or additional empty trailers must be provided to ensure plant operations continue. Under the contract, the Contractor must provide at least two empty trailers to be loaded by NDWTP staff.
