Reference Number 0000416240 The City is soliciting Statement of Qualifications for Construction Manager at Risk (CMAR) services for the repair of approximately 800 lf of the Narrows Section of the Poudre River Trail. This section has been identified since 2021 as a priority reach for reconstruction by the City and The Poudre River Trail Corridor, Inc (PRTC) due to ongoing bank instability, rockfall from the adjacent sandstone bluff, trail safety risks, and erosion hazards driven by both fluvial and geotechnical processes. Several emergency repairs have been completed to address localized rock fall and bank failures/trail damage caused by drainage and piping beneath the trail originating from the bluff above. The intent of this project is to develop a permanent trail and bank stabilization design informed by previous investigations to ensure long-term trail stability, improve user experience and safety, and minimize impacts to the river corridor and floodplain. Coordination with project stakeholders and recommendations for conceptual stabilization alternatives for the trail and bank were completed by Otak and GEI in 2024. The selected CMAR will have experience in riverbank stabilization, retaining walls, and floodplain construction. Notice of Award (tentative) 5/15/2026 The Qualifications must not exceed 20 total pages, excluding cover letter, index or table of contents, front and back covers, and title pages/separation tabs. Pages shall be 8 1/2 x 11 inch except for up to four (4) pages of 11 x 17 inches. Elevenpoint font or larger must be used for the qualifications and appendices. Resumes included as an appendix are not considered part of the 20 pages. Question Deadline 03/25/2026 at 1:00 PM MT Questions are submitted online No Preconstruction services are anticipated to take 4 months with construction starting soon after the GMP agreement (mid-late fall 2026) and construction completion prior to spring 2027.
