Sealed lump sum bids must be delivered in a sealed envelope marked with "West Jasper Asphalt paving, to be opened April 9, 2026, 2:00 PM," addressed to the Owner's Representative. The envelope must also display the bidder's company name, address, and all applicable state and local license and registration numbers. Electronic bids may be submitted through the specified website as an alternative means. Proposals must be submitted in duplicate only upon the blank proposal forms provided and must include proposal security in the form of a certified check or acceptable bid bond equal to at least five percent (5%) of the base bid. No bids may be withdrawn for 90 days after the opening. The owner reserves the right to reject any and all bids and to waive informalities and irregularities. Bidders must be properly licensed and able to obtain the required insurance and bonds. Time of completion for the work is specified, and liquidated damages for late completion are set at $500 per calendar day.
