Renovation of a mixed-use development in Chester Township, Pennsylvania. Completed plans call for the renovation of a educational facility.
The scope of work includes, but is not limited to, roof upgrades at 1350 and 1450 Edgmont Avenue, along with façade improvements at 1350 Edgmont Avenue, including sealing of windows and repairs and upgrades to the EIFS system to prevent water intrusion. Question Deadline 03/26/2026 at 4:00 PM ET All questions concerning this proposal should be submitted via online. All questions and answers will be posted on online. Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon the execution of the contract. The successful Bidder shall also be required to provide a Performance Bond in an amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of receipt of written notice of acceptance of the Bid. The Contract Documents contain all pertinent regulations. Award of the contract will be to the lowest responsible bidder. The Owner reserves the right to reject any or all bids or to accept any portion of any bid, and to award Contracts as is deemed best for the Owner. A. For Roof Areas and plans, refer to the project plans that are appended to these specs. B. The Chester Upland School District is proposing to rehabilitate the existing roofs at the forementioned School Buildings. Rehabilitation includes installation of a liquified membrane roofing system over the existing. C. Chester Upland School District is also proposing to reseal, caulk and repair masonry above the windows at 1350 Edgmont Avenue. D. The contractor is responsible for proper disposal of all materials that are removed as part of the demolition. Contractor shall hire a testing company to inspect and test any materials for asbestos containing materials. All costs shall be included within the Lump Sum Price bid for the individual schools. E. Contractor shall perform an infrared survey prior to the start of construction, for each respective school. No separate payment will be made. Base Bid: 1350 Edgmont Avenue, Chester, PA 19013 A. Remove areas of wet insulation. Replace with in-kind materials. Adhere new .045 EPDM over removal areas. Seal leading edge with 3 inch in-seam tape and 6-inch covertape. Include an allowance of 3,600 sq ft of wet insulation replacement. Add or deduct amounts to the allowance will be determined by roof and insulation replacement unit price provided on the bid form. B. Repair all areas of loose flashing. C. Install new waterblock sealant under membrane at all roof drain clamping rings. D. Install batten strip according to Batten Strip drawing. Batten strip will be fastened to the deck 12 inches on-center and sealed with 6-inch covertape. E. Replace areas of delaminated membrane with .045 fleeceback EPDM Adhered in LR Adhesive. Seal leading edge with 6-inch covertape. F. Replace all broken or missing drain strainers with new cast iron strainers. G. Remove all unused penetrations. Infill deck with new metal decking and polyisocyanurate insulation. Adhere new .045 EPDM over removal areas. Seal leading edge with 3 inch in-seam tape and 6-inch covertape. The contractor is responsible for any necessary electrical work as part of this contract and removal of any abandoned equipment. H. Remove 4' x 4' area of roof membrane and underlying insulation down to deck at roof hatch. Install new insulation and 1/2 inch gypsum coverboard over removal area. Total insulation and coverboard height must match the thickness of the surrounding roof. Adhere new .045 EPDM over removal areas. Seal leading edge with 3 inch in-seam tape and 6-inch covertape. This removal area is not included in the 3,600 sq ft allowance for roof and insulation replacement. I. Cut out existing walkpads and underlying roof membrane. Replace any areas of crushed insulation. Adhere new .045 Fleeceback EPDM over removal areas in LR Adhesive. Seal leading edge with 6-inch covertape. J. Replace any areas of missing or damaged counterflashings. K. Replace all counterflashing sealants with new polyurethane sealant. Tool neatly. L. Replace caulking on existing pipe portals, drawbands, etc. M. Powerwash entire roof surface and all flashing details at 2,500 PSI. N. Prime entire roof surface with a water-based primer. O. Apply a moisture triggered, polyurethane base coat to entire roof surface and all flashing details at a rate of 48 wet mils. Immediately embed polyester reinforcement. Allow to fully cure. P. Apply a moisture triggered, polyurethane top coat to base coat at a rate of 32 wet mils. Allow to fully cure. Q. Apply 30 inch wide yellow top coat slip-resistant walkways according to walkway drawing. R. Provide manufacturer's 25 Year Warranty or approved equal. Window Sealing and Caulking A. Rake out existing sealant 100% from window/door perimeters, window glazing, control joints and penetrations. Install new backer rod, prime and seal with new silicone sealant to match. B. Rake out existing sealant form metal cladding. Clean joints with solvent, install new backer road and seal with new silicone sealant. C. Reglaze windows by applying silicone sealant at frame to glass locations. D. Provide manufacturers 20 Year Material Warranty for Silicone Sealant. E. Provide 24-Month Maintenance Bond for all work covered under this scope. Base Bid: 1450 Edgmont Avenue, Chester, PA 19013 A. Remove areas of wet insulation. Replace with in-kind materials. Adhere new .045 EPDM over removal areas. Seal leading edge with 3 inch in-seam tape and 6-inch covertape. Include an allowance of 1,000 sq ft of wet insulation replacement.
