Sealed bids are requested for furnishing the City of Memphis with renovations for the Memphis Fire Department Training Facility. Bidders must be licensed contractors per Tennessee Code, and must disclose licensing information, including license number, expiration date, and classification on the outside of the bid envelope. This also applies to subcontractors for electrical, plumbing, HVAC, and masonry, unless the work or sub-bids are below specified thresholds ($25,000 for most trades, $100,000 for masonry), in which case an exempt from licensing requirement notation and relevant names and addresses are required. All bids must also include the project name, bid due date, and bid opening time on the envelope. Bidders must certify compliance with nondiscrimination in employment and maintenance of a drug free workplace. A bid bond is required if the bid exceeds $100,000. Contracts will be awarded based on the lowest and best bids, with lowest defined as the total of base bid plus any selected alternates, and best defined as the most responsive bid meeting contract intent. Bid errors or requests for withdrawal must be submitted in writing by noon the next working day following bid opening. Protests of award must be filed in writing within ten calendar days of the intent of award announcement.
