Bid question period has been extended to close of business April 21th, 2026. **Per Addendum 2 the bid date has been extended from 04/16/26 to 04/30/26** The project involves the implementation of remedial activities at the Former Utica City Dump site, located East of Leland Ave. along Incinerator Road, Utica, New York. These activities include, but are not necessarily limited to: clearing, grubbing, and chipping; installation of erosion and sediment controls; construction of loading and unloading platforms; relocation of dump waste along the dump perimeter; site grading; excavation, dewatering, loading, hauling, and placement of Beneficial Use Determination (BUD) materials; use of BUD materials to construct an evapotranspiration cover system over the dump site; installation of drainage swales and culvert pipes; construction of gravel perimeter roads and access roads; construction of engineered wetlands; seeding the dump cover system and all disturbed areas; installation of chain link security fence; demolition of an incinerator stack and abandonment of a pump house with asbestos, with disposal of that stack on-site under the proposed ET cover system. Bidders are required to attend a mandatory Pre-Bid Conference at the site. Proposals will only be accepted from bidders who attend the conference. Proposals must be submitted on official forms provided at the conference and must include a deposit or bid bond of five percent (5%) of the bid amount. Bidders must comply with the New York State Department of Environmental Conservation Guidelines Regarding Permissible Contacts and the Prohibition of Inappropriate Lobbying Influence. All contractors and subcontractors must be registered with the New York State Department of Labor before submitting a bid and must use the Electronic Certified Payroll Submissions system for payroll reporting. Minority-, Women-, and Service-Disabled Veteran-owned businesses are encouraged to bid. The contract has specified MWBE and SDVOB participation goals. The contractor must make good faith efforts to subcontract a goal of six (6) percent (%) of the contract amount to New York State Certified Service-Disabled Veteran-Owned Businesses (SDVOBs), for purposes of providing meaningful participation by SDVOBs.
