Site work and renovation of a multi-residential development in Mankato, Minnesota. Completed plans call for the renovation of a one-unit multi-residential development; and for site work for a multi-residential development.

The scope of work includes the following types of critical and non-critical repairs: parking lot pavement markings, audio visual alarm installation, tree maintenance, plumbing, HVAC, fire panel upgrades, flooring, ceiling tile, appliances (ranges and refrigerators), miscellaneous exterior concrete repairs and maintenance, sewer and water service upgrades, design construction administration services to convert one unit into an ADA compliant property, electrical upgrades (GFI installation), deck maintenance, exterior pressure washing, and kitchen cabinet replacement. The report generated property specific repairs and multiple contracts will be required due to different wage rate definitions. All questions about the meaning or intent of the bidding documents are to be submitted to the Facilities Manager in writing. Interpretations or clarifications considered necessary by the Facilities Manager in response to such questions will be issued by addenda mailed or delivered to all parties recorded by the Facilities Manager as having received the bidding documents. Questions received less than five days prior to the date for opening of bids may not be answered. Only questions answered by addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. ORNESS PLAZA 900 Hope St, Mankato, MN 56001 (3) Handicap & Pavement Markings at Orness Plaza - (Scope of Work below): o Markings at each location are as follows - Handicap parking spaces must be located on the shortest, most level, and accessible route to a building's entrance. They should be situated as close as possible to the facility entrance, with a maximum 2% slope in all directions. Access aisles, which must be at least 8 feet wide in MN for new/reconfigured spots, are required next to each space to allow for wheelchair maneuvering. o A scope of work for handicap (ADA-compliant) pavement markings involves the precise design, layout, and application of lines, symbols, and, frequently, vertical signage to ensure accessible parking spaces meet federal, state, and local regulations. Key components focus on visibility, appropriate dimensions for wheelchair access, and location on the shortest, most direct accessible route to a building entrance. o A pavement marking scope of work covers the layout, surface preparation, installation, and removal of road markings (paint, thermoplastic, tape) in accordance with MUTCD standards, ensuring traffic safety through durable, visible, and properly aligned lane lines, stop bars, crosswalks, and symbols. The scope typically includes traffic control, material specifications, and quality control. Mitigate Dead Tree Branches (deadwooding) at Orness Plaza - (Scope of Work below): o Deadwooding scope involves systematic identification and removal of dead, dying, diseased, or broken branches from a tree's canopy, usually focusing on limbs over a certain diameter to enhance safety, improve structural integrity, and promote tree health. It includes precise cuts at the branch collar, debris cleanup, and disposal. Replace 104 Refrigerators at Orness Plaza - (Scope of Work below): o Units for refrigerator removal/replacement include 101 Units and 3 common areas at Orness Plaza. o The scope of work includes disconnecting and removing old units, installing new units, ensuring proper disposal, and testing for functionality. The city will retain all appliances that are fully functional and not more than 3 years old. All other units will be the responsibility of the contractor to dispose of. o All units will be replaced with a Top Mount 16.6 CUFT GE GTS17DTNRWW, no substitutions. o Contractor is responsible for storage, staging, hauling and removal of new and old appliances at the end of each working day. No appliances can be stored on site after working hours. Replace 101 Ranges at Orness Plaza - (Scope of Work below): o Units for refrigerator removal/replacement include 101 Units at Orness Plaza. o The scope of work includes replacing the gas range, disconnecting and removing the old unit, installing a new 4" gas flex hose, positioning and leveling the new range, and testing for functionality. o The city will retain all appliances that are fully functional and not more than 3 years old. All other units will be the responsibility of the contractor to dispose of. o All units will be replaced with a 30" GAS GE JGBS30DEKWW / a NEW 4" Gas Flex Hose, no substitutions. o Contractor is responsible for storage, staging, hauling and removal of new and old appliances at the end of each working day. No appliances can be stored on site after working hours. Replace 5555 SQFT of Ceiling Tile at Orness Plaza - (Scope of Work below): o Replace 5555 sqft of ceiling tile throughout common spaces at Orness Plaza o Ceiling tile product - Armstrong584B Humiguard plus o The scope of work involves removing existing damaged or outdated tiles, inspecting and repairing the supporting grid, and installing new acoustic tiles, including necessary trimming for a precise, level fit. The process often includes cleaning up debris, replacing damaged grid sections, and ensuring proper alignment of tiles, particularly in suspended ceiling systems. Replace 1500 SQFT of Sports Flooring at Orness Plaza - (Scope of Work below) o Replace 1500 sqft of sports flooring at Orness Plaza in the common area. o Contractor is responsible for reviewing current flooring in place and field verifying quantities prior to bidding. o Contractor shall provide 2 sport flooring replacement options. o The scope of work for replacing sports flooring includes removing old flooring, inspecting and prepping the subfloor (concrete leveling/moisture testing), installing new subfloor/underlayment, laying the new surface (wood, vinyl, or rubber), painting game lines, installing accessories like baseboards, and cleaning the site. It is crucial to maintain proper environmental conditions for installation. Replace Existing Flooring With LVT flooring in (3) common areas (Community Room & Fitness Room) at Orness Plaza - (Scope of Work below): o Units for LVT installation will selected by owner and be vacant. o Area calculations - Units do not exceed 500 sqft o Flooring shall be replaced on all levels of unit that are considered living quarters in its entirety at each unit. Unfinished basements will be excluded from flooring work. o Flooring underlayment shall be included in bid pricing in case it is deemed to be needed. In the event it is not needed in certain units and the new flooring is placed over the existing flooring the owner would expect a credit. o Flooring shall be a Shaw 3 mil product - Contractor should verify color with Owner. o In units with a second floor or lower level (with living quarters) vinyl stair treads shall be removed and replaced. Replacement stair treads shall be Johnsonite and Brown in color. o Existing wooden or vinyl base shall be removed and replaced in entirety. Replacement vinyl base shall be 4" Johnsonite Vinyl Base w/Toe and CB #47 in color (brown). o Any surplus material shall be turned over to Owner after flooring work is compete. o Content manipulation of tenant belongings will be by owner hired contractor and tenant being units are inhabited. o Needed flooring transition strips are incidental. Add Audio/Visual Alarms to 603 Orness Plaza - (See Scope of Work below): o Install an audiovisual fire alarm system at 603 Orness Plaza. o Scope of work includes designing, installing, testing, and certifying low-voltage notification devices (strobes, speakers, horns) to meet NFPA 72 and ADA standards. The project covers mounting, wiring, programming, and testing all devices for code compliance and functionality. o Contractor is responsible for obtaining any applicable permits or final inspections. (2) Domestic Hot Water Circulation Pumps - (Scope of Work below): o Replace 2 existing Domestic Hot Water Circulation Pumps. o Motor Specifications - Three-Phase General Purpose Motor, 10 HP, 215T Frame, 208- 230/460V AC Voltage, 1800 Nameplate RPM. o Contractor shall field verify motor prior to ordering replacements. o The scope of work involves circulating water in closed-loop HVAC, solar, or domestic hot water systems to provide instant hot water, manage temperature, and improve efficiency. Key tasks include installing or replacing pumps, ensuring proper flow rate/pressure, performing maintenance, and repairing components like impellers or motors. (2) Geothermal Circulation Pumps - (Scope of Work below): Replace 2 existing circulation pumps. o Pump Specifications - Three-Phase General Purpose Motor, 1 HP, 48Y Frame, 208-230/460 AC Voltage, 1425 Nameplate RPM. o The scope of work for a geothermal circulation pump (part of the "flow center") involves the installation, maintenance, and, when necessary, replacement of the component responsible for moving the water-based antifreeze solution through the ground loop. The pump must ensure proper flow rates (typically 3 gallons per minute per ton of load) to allow the heat pump to efficiently extract heat from or reject heat into the ground (2) Hot Water Storage Tanks - (Scope of Work below): o Replace 2 existing Domestic Hot Water Storage Tanks. o Hot Water Storage Tank Specifications - 160 MWP and 250 Gal. o Contractor shall field verify motor prior to ordering replacements. o The scope of work includes removing old units, installing new tanks with proper seismic support and insulation, upgrading piping and heat exchangers, and testing for pressure/leaks. It covers engineering design, plumbing, electrical connections, controls, insulation, and safety valve installation (ANSI Z21.22) to ensure efficient thermal energy storage. Mini Split Heat Pump (Laundry Room) - (Scope of Work below): o Replacement of the existing Mitsubishi mini split unit serving the laundry room. o Unit specifications should meet or exceed the current unit serving the space today - 12,000 BTU, single zone, 115V, SEER 13. o Contractor shall field verify motor prior to ordering replacements. o The scope of work involves safely recovering old refrigerant, removing existing indoor/outdoor units and line sets, installing new matched components, running new electrical/lines, pressure testing with nitrogen, evacuating the system, and commissioning. It ensures code compliance, proper sizing (load calculation), and system optimization. Fire Panel Replacement - (Scope of Work below): Check o Current panel in place is an Fire Lite Alarms by Honeywell o Contractor is responsible for Assessment & Design: Survey existing wiring and devices to confirm compatibility or identify components requiring one-for-one replacement. o Contractor is responsible for Programming & Testing: Configure the new panel and map devices. Conduct final acceptance testing with the local fire authority. o Installation includes removal the old panel and install the new unit. Ensure proper working space (3 feet in front, 30 inches wide). Upgrade or replace incompatible initiating/notification devices. Update monitoring communication (e.g., POTS to Cellular/IP). o The scope of work involves a site survey, removal of the existing Fire Alarm Control Panel (FACP), installation of a new, code-compliant panel, device testing, and programming. Key tasks include labeling existing circuits, upgrading notification devices, and ensuring system compatibility.
