The project will be delivered through the Integrated Project Delivery (IPD) method. The current scope is for the Validation Phase, where the IPD team will collaborate with EPCOR, other IPD partners, trade partners, and suppliers to plan the project, refine and assess EPCOR’s requirements and objectives within the available budget and schedule, assess the project site and identify key risks such as space constraints and approval challenges, develop the design to establish a realistic Base Target Cost, and prepare and deliver the Validation Report. The project team is expected to co-locate at Gold Bar or within Edmonton as agreed by the project team. Project Execution phases (Design/Procurement, Construction, Warranty) will proceed only if validation is accepted and internal approvals are secured, with potential schedule gaps between phases. The intent is to select a suitable IPD team based primarily on qualifications, rate sheet, profit expectation, and collaborative ability, with preference for wastewater or water treatment plant experience. The selected General Contractor and Prime Consultant will enter into the contract. Under the contract, parties are paid costs plus a profit pool contingent on achieving project targets and objectives. Joint, active management and Lean Principles are required to increase efficiency, provide innovation, and reduce waste. The process involves commercial negotiations and does not create a legally binding obligation until successful negotiation and execution of a contract.
