Sealed proposals are to be submitted on forms provided by the Department of Correction and clearly identified as a bid, with the name and address of the bidder, project number, and title. Proposals are for the Modular Housing Elevator Modernization at the Massachusetts Treatment Center. Every general bidder must be certified by the Division of Capital Asset Management for the category of work (Elevators) and for no less than the bid price plus all add alternates for projects exceeding $150,000. Minimum wage rates to be paid on the project have been determined under the relevant provisions of Massachusetts law. Each general bid and filed sub-bid proposal must be secured by an accompanying deposit of 5% of the total bid amount, including all alternates, in the form of a bid bond or certified treasurers or cashiers check made payable to the Commonwealth of Massachusetts. Bidding documents are available online. A mandatory pre-bid site visit is scheduled at The Massachusetts Treatment Center. Bid intent forms are due before the stated deadline. The Minority Business Enterprise and Women Business Enterprise (MBE/WBE) participation goal for this Contract is a combined goal of: 13%. The combined goal requires a reasonable representation of both MBE and WBE firm participation on the project as further set forth in Section 8 below and the general conditions of the contract. The Commonwealth encourages the participation of Service-Disabled Veteran-Owned Business Enterprises (SDVOBE) on its construction projects.
