Services required include pre-construction, bidding, and construction services. The MUHA is seeking Construction Management firms to provide the following services: Construction Manager @ Risk services for the renovation of the 208,000 sf within the old Citadel Mall Charleston, SC. Up to three firms may be shortlisted and interviewed. Questions regarding the terms and conditions of the contract should be directed to the Authority Point of Contact listed below via email only. Description of all professional services required for project: The MUHA is seeking SC LLR licensed Construction Managers for a project utilizing the CM@Risk delivery method for the following services: Pre-construction/ bidding services and construction services should the MUHA and CM@R come to a mutual agreement on a Guaranteed Maximum Price (GMP) in Charleston SC. The fee proposal form provided in Exhibit A, shall be used. These cost values will be based upon an assumed capital construction cost of $150,000,000 to $170,000,000 and a construction duration of 14 months as a baseline. Bidders are encouraged to provide innovative solutions to meet the 8/31/27 occupancy milestone and to further reduce the construction timeline, including listing specific strategies to achieve schedule. MUSC Enterprise (University and MUSC Health) has designated Kahua as its oUicial Construction Project Management Information System (PMIS) of Record. In alignment with the MUSC Board of Trustees (BOT) mandate, Kahua serves as the required reporting platform for all capital expenditures exceeding $250,000 across the enterprise. Kahua is the single source of truth for all capital financial data and structured reporting required for enterprise governance, audit compliance, and Board-level transparency. This policy applies to: All capital projects exceeding the BOT reporting threshold. All delivery methods (DBB, CMAR, DB, etc.). All entities billing MUSC directly under qualifying capital projects. All entities whose work may impact capital cost or schedule performance. Applicability is triggered by financial interaction or capital impact -- not by discipline or contract type. While project teams and contractors may utilize supplemental operational platforms (e.g., Procore, Newforma, Egnyte, ACC, etc.) for workflow management, all capital-impacting financial transactions and required structured reporting data must reside in Kahua. MUSC may designate administrative entry of financial transactions for certain vendors at its discretion. Regardless of entry method, all capital financial data must reside in Kahua to be considered valid for enterprise reporting and payment processing. This standard will be incorporated into RFP and RFQ documents accordingly. Located in the West Ashley neighborhood of Charleston, South Carolina, the RT Decant Citadel Mall Renovation project serves as an enabling phase for the new cancer center development. Several clinics currently housed in Rutledge Tower will be relocated to the Citadel Mall, allowing construction of the cancer center to proceed. Expanding clinical services in West Ashley will improve access to high-quality healthcare for an underserved population, bringing essential care closer to the community that needs it most.
