Reference Number 00004973507 The Second Narrows Dredging Works (the "Project") is within the VFPA's jurisdiction in Burrard Inlet, BC. The Project involve three components: (1) dredging of a portion of the deep-sea navigation channel east of the Ironworkers Memorial Bridge (IWMB), (2) removal of sections of decommissioned potable water piping owned and operated by Metro Vancouver, and (3) replacement of an in-water ATON to the west of the IWMB close to the southern shore of Burrard Inlet, and the construction of a new onshore rear ATON in the vicinity of the Columbia Containers terminal to facilitate the adjustment of the navigational channel alignment. This RFP only pertains to the first two components of the Project described above (collectively, the "Work"). The proposed dredging aims to improve shipping efficiency in Burrard Inlet, including facilitating the potential for vessels calling at Trans Mountain's Westridge Marine Terminal to more fully load. Dredging will occur along the northern and southern margins of the navigation channel (the dredge footprint), totaling an approximate surface area of 17,000 m2 with a potential dredge volume of approximately 25,000 m3, and achieving a maximum navigation channel depth of -13.5 m chart datum (CD). The dredge footprint overlaps with two Metro Vancouver drinking water pipes that are in the process of being decommissioned and extend across Second Narrows in a north-south direction. To facilitate the required navigation depths, at least one section of the decommissioned pipes overlapping with the dredge footprint will be cut and removed. The need for removal of a section of the pipe from the second decommissioned water pipeline will not be known until dredging is carried out. The Second Narrows waterway is subject to strong currents and tidal fluctuations, which limit the draft, and therefore the amount of cargo that can be loaded, for deep-sea vessels transiting the area. The Project will not change the size of the largest vessel type currently transiting the Second Narrows. The largest tanker size will remain the Aframax-size tanker.
