Renovation of an industrial development in Lansing, Michigan. Completed plans call for the renovation of a industrial development.

The Department of Technology, Management and Budget (DTMB) is requesting professional architectural and engineering services for a Phase 100 study at the Records Building, Annex Garage, in Lansing, Michigan. The objective is to convert the Annex Garage into a functional document destruction operation. The study must determine the facility's infrastructure needs, including destruction equipment, process flow, HVAC, utilities, building and structural needs, electrical load capabilities, logistics, and loading dock accommodations. The study shall include cost estimates for all necessary alterations, repairs, and new purchases. The Professional Services Contractor (PSC) will work with DTMB personnel to define the full scope of repairs and improvements, and the resulting report should also serve as building requirements if a different building is needed. Preferred equipment, specifications, and layout will be provided. Proposals must include the number of meetings proposed, with identification of which must be on-site, and design meetings should be held electronically as much as possible. The PSC must attend bi-weekly progress calls and coordinate all field work in advance with DTMB. The PSC must field verify all existing conditions as indicated in attached drawings. Proposals must comply with all state forms and follow DTMB policies for complete Phase 100 design services to produce the required deliverables. Instructions to bidders include submitting the total cost for all phases as the bid amount, combining technical and cost proposals into a single attachment when possible, ensuring attachments do not exceed 25mb, and submitting proposals before the deadline. Issues with electronic submission must be resolved through the SIGMA Help Desk, and responses should not be emailed to the Project Director. Emailed submissions will require approval and handling on a case-by-case basis, and must be received before the deadline to be considered responsive and responsible.
