Site work and new construction of a transportation facility in Carlisle, Arkansas. Completed plans call for the construction of a transportation facility; and for site work for a transportation facility.
Sealed bids are requested for the construction of a "New Terminal Building" at the Carlisle Municipal Airport. The scope includes the provision of one terminal building as a lump sum item. Bidders may examine copies of the plans and specifications at specified locations or purchase them from the engineers for a non-refundable fee. All bids must include a proposal guaranty amounting to five percent of the bid, as assurance of contract execution and the provision of Performance and Payment Bonds within ten days of contract award. It is required that 2.81 percent of the contract value be subcontracted to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). Bidders qualifying as a DBE are considered to meet this goal. Bidders must submit information regarding DBE participation, including the name, address, work description, and contract amount for each DBE. If the goal is not met, documentation of good faith efforts must be provided. Failure to meet these requirements will render the bid nonresponsive. Bidders must supply all required information on the proposal form. Bids must remain valid for 120 days after opening. The Carlisle Municipal Airport Commission reserves the right to reject any or all bids and to waive formalities, except for conditions related to Executive Order 11246. No plans, specifications, or information will be provided to any "Plan Rooms."
