The scope of work includes a wide range of environmental consulting, industrial hygiene, abatement, mitigation, remediation services, and environmental training/program development. Tasks include Phase I and II Environmental Site Assessments, geophysical surveys, test pit excavations, environmental grant applications, preparation of environmental remediation budgets, installation of groundwater monitoring wells, environmental laboratory testing, air and noise monitoring, laboratory analysis of environmental samples, and SRP investigations and reporting. The consultant must prepare and submit regulatory forms, site investigation reports, remediation objectives and action plans, and completion reports, and coordinate obtaining regulatory clearance letters. Additional services involve environmental project management during design, preparation of bid documents, and providing technical review and cost estimates for remediation activities. For abatement and mitigation, contractors will scope and execute lead, asbestos, and mold remediation projects, as well as indoor air quality and radon mitigation, following all applicable federal, state, and local regulations and CHA guidelines. Contractors must employ licensed and certified professionals and provide project documentation and compliance with regulatory requirements. Environmental training or program development services are also required to ensure staff compliance and up-to-date knowledge of changing regulations. Bidders must provide detailed project history, organizational structure, resumes of key personnel, and references. Proposals must be electronically submitted, formatted as specified, and include all documentation showing experience, capability, and compliance with requirements.
