This Request for Proposals is intended to solicit the best overall proposal for the provision of consulting services to complete a parks and open space master plan for the city of Spruce Grove that provides current and future direction, priorities and strategies to best meet the community's park and open space needs now, and in the future. The Parks and Open Space Masterplan will include the identification/confirmation of public needs and priorities as it relates to the existing and future park and open space area, provide strategic direction for long-term open space planning, and ensure efficient and coordinated use of all open space areas. The open space plan will take into consideration existing parks and open spaces; parks and open space areas identified in current planning documents as well as lands within Spruce Grove that do not currently have land use plans associated with them. Recommendations and implementation strategies will align with and support existing City planning documents (including but not limited to Engineering Design Standards and all applicable City documents that support Parks and Open Spaces - provided by Administration once RFP is awarded), principals and development processes. Recommendations and strategies will further be supported through a consultant-led and coordinated public consultation process. Recommendations for future (re)development of spaces will include recommendations on timing, priorities and high-level cost estimates including required land acquisitions. Considerations will include year-round use for spontaneous and programmed spaces, and amenities for sport, recreation and culture use as well as natural, environmentally significant and heritage areas.
