Replies shall be issued by addenda emailed or delivered to all parties recorded by the ENGINEER as having received the bidding documents. Questions received less than 3-days prior to the date for opening of bids will not be answered. Bids must be accompanied by a Bidder's bond, certified check, bank cashier's check, or bank draft payable to the City of Loves Park for five percent (5%) of the total amount of the bid, as provided in the instructions. All bids must also include an Affidavit of Compliance with City Ordinance No. 3941-14, establishing Responsible Bidder Requirements for Public Works Projects. The City Council reserves the right to reject any or all bids and to waive technicalities. Award of the contract will be made to the lowest responsible and responsive bidder unless bids are rejected for good cause. Not less than the prevailing rate of wages as determined by the Department of Labor or the court upon review shall be paid to all laborers, workmen, and mechanics performing work under this contract. The City of Loves Park is exempt from Illinois state, municipal, or county Retailers Occupation Tax, Service Occupation Tax, and Service Use Tax; bid prices should not include the cost of these taxes.
