The work consists of a blanket contract for 12 months and/or until the contract’s monetary limit is reached, to paint vacant public housing units of various sizes and bedroom configurations, including both residential and Hi-Rise units. The bid must provide price per building square foot, broken out for residential units and for Hi-Rise units. The contractor must assess and repair surface deterioration, perform necessary preparation including sanding, skim coating, patching, spot priming, and filling cracks and gouges, ensuring all surfaces are clean and smooth. Interior wood trim, doors, and windows must be washed, rinsed, sanded, and spackled as necessary. The contractor must be certified in Lead Based Paint as required by law, provide all materials (including paint specified), and crews adequate to complete each assigned unit within five days. Additional responsibilities include caulking and sealing, painting behind appliances, cleaning surfaces, applying two coats of paint, painting all applicable surfaces (including trim, closets, cabinets, garage interiors, and exterior porch ceilings/pillars), protecting unpainted surfaces, and matching textures and colors. The contractor is responsible for all permits and must comply with Davis-Bacon and/or State Prevailing Wage requirements. A 5% Bid Bond is required with the bid. The proposal must contain sufficient detail to allow proper evaluation, and failure to meet requirements may result in rejection of the bid.
