The City of Watertown is seeking sealed proposals from qualified landscape professionals to plant approximately 130 trees throughout the City. The objective is to enter into a contract with a qualified contractor to increase the City's urban forest and to provide more equitable access to street trees. Proposals are requested from qualified tree nurseries and landscaping firms to provide and plant 130 balled and burlapped trees of various species and varieties. The required planting timeframe is between April 22nd and May 22nd. The successful contractor must follow DEC's Minimum Standards for NYS DEC Tree Planting Projects and ANSI 300 (Part 6) standards for tree planting. All trees must be tree form with a single dominant leader unless otherwise noted, hardy in USDA Hardiness Zone 5a or colder, covered with a tarp and delivered on an open-air trailer, and are subject to rejection on the day of planting by the City Forester. Planting holes must be prepared at 1.5 times the diameter of the root ball, with at least the top 2/3 of both the wire basket and burlap removed from the root ball before backfilling. A TREE DIAPER TREEMAT, size TD36 or larger, must be installed on each tree. There is a one-year replacement warranty for all trees. The contractor must also contact udigny.gov to schedule utility mark-ups for each planting site and ensure clearance from utility companies prior to commencing work. Alternatives to tree species, variety, or size may be proposed but must be clearly noted in the quotation and are subject to approval. Instructions: All proposals must be submitted on three complete sets in a sealed envelope plainly marked with the RFP number. Late proposals will not be accepted. Proposals must use the attached forms and specifications. All trees shall be tree form with a single dominant leader unless otherwise noted. 2) All trees shall be hardy in USDA Hardiness Zone 5a or colder. 3) All trees shall be covered with a tarp and delivered to the City of Watertown on an open-air trailer. 4) All trees are subject to rejection on the day of planting per the City Forester. 5) The contractor must prepare each planting hole with a dimension 1.5 times the diameter of the root ball to allow space for new roots to establish after planting. This will also allow room to remove and discard at least the top 2/3 of both the wire basket and burlap from the root ball after setting final depth, and prior to final back fill of the planting hole. 6) For contractor reference, proposed tree planting locations have been attached. Note - the City reserves the right to deviate from the address list due to any and all unforeseen issues prior to planting. 7) ***NEW REQUIREMENT*** For this planting, the City of Watertown requires a TREE DIAPER TREEMAT, size TD36 or larger be installed on each tree. If installed properly, this product should greatly reduce the chance of death in the guarantee period. 8) All trees are subject to a one-year replacement warranty. The evaluation period begins on the day of planting and ends one year to the day of planting. 9) The contractor shall be required to contact udigny.gov to schedule utility mark-ups for each planting site and shall ensure clearance from all respective utility companies prior to commencing work at each location. In the event a nursery or landscape firm is unable to supply a specific species, variety or size of tree, the City of Watertown will consider alternatives. Any proposed alternatives regarding tree size, quantity, species, or variety shall be clearly noted in the quotation. In the event that a vendor deviates substantially from the requested tree list, the City reserves the right to accept or reject any modifications and to contract to other qualified firms.
